Requirements

  • High School Diploma or GED
  • Associate’s degree in environmental science or equivalent education desired
  • 6 years of experience in the area of hazardous waste management to include waste designation under RCRA or in construction, engineering, startup, or other related experience
  • Experience in waste management operations and/or a combination of operations in nuclear or high hazard waste treatment plants.

Responsibilities

  • Perform all work in compliance with environmental permits and regulations.
  • Perform waste designation in accordance with RCRA regulations 40 CFR and the Washington Department of Ecology Dangerous Waste regulations WAC 173.303
  • Provide waste packaging instructions that are in compliance with DOT 49 CFR transportation requirements to the waste generators and waste handlers.
  • Backup point-of-contact for transportation and Logistics audits performed by the Department of Energy, other regulators, and audit performed by internal organizations
  • Interpret regulations found in Department of Transportation (DOT) 49 Code of Federal Regulations (CFR) and accurately classifies hazardous material for transportation; and directs packaging, shipping paper, labeling, marking, and placarding requirements for transport
  • Ensures transport meets DOT Regulations and other applicable statutory requirements
  • Interfaces with the Tank Operations Contractor (TOC) using 283705, MOA TOC-MOA-BNI-0006 – Fully Executed Task Order *2020-001* for authorized shipper support
  • Provides oversight for completion of Driver Vehicle Inspection Reports (DVIR)
  • Maintains current hazardous material, hazardous waste, and radioactive and mixed waste shipment certification.
  • Maintains applicable documentation and records inherent to the waste management and Transportation Programs.
  • Supports the WTP Nuclear Safety Quality Culture by emphasizing the values of safety and quality in the performance of work in order to protect self, others, the public, equipment, facilities, and the environment.

Preferred Qualifications

  • Knowledge of DOE operating policies, rules and regulations, and knowledge of industry codes and standards in the dangerous waste regulations WAC 173-303 and transportation DOT 49 CFR.
  • Previous experience as a certified hazardous material, hazardous waste, or radioactive and mixed waste shipper
  • Expertise and/or a combination of nuclear or high hazard waste treatment facilities is highly desirable.
  • Previous experience in coordination and routing of exceptional cargo shipments, including load securement, permitting, contractor interface, and stakeholder interface.
  • Capable of coordinating high volume quick turnaround waste management and transportation activities, all with a high degree of focus and detail.
  • Currently trained and qualified as a waste designator and a hazardous waste shipper is highly preferred but not required.
  • A working knowledge of Conduct of Operations is desirable.
