Requirements

  • Two years of experience calculating, recording, and maintaining accounting information that must include coding transactions and checking them for propriety, balancing, and resolving discrepancies in computer edits; OR
  • One year of experience calculating, recording, and maintaining accounting information that must include coding transactions and checking them for propriety, balancing, and resolving discrepancies in computer edits AND at least 43 quarter (29 semester) credit hours from an accredited college, university, or vocational-technical school that includes 9 quarter (6 semester) credit hours in accounting. Credit hours must include introductory level accounting courses 1 and 2; OR
  • At least 94 quarter (62 semester) credit hours or an associate degree from an accredited college, university, or vocational-technical school that includes 12 quarter (8 semester) credit hours in accounting. Credit hours must include introductory level accounting courses 1 and 2 and may include any additional accounting courses with ‘accounting’ in the title.
  • Training or experience must include using a computer to enter, update, or retrieve information.

Responsibilities

  • Use the Avatar, Statewide Financial Management Application (SFMA), or other systems to perform Accounting and Trust Banking functions that support the operations of the Oregon State Hospital (OSH).
  • Ensure compliance with authoritative requirements of the Governmental Accounting Standards Board (GASB), Oregon Revised Statues (ORS), Oregon Administrative Rules (OARs), Oregon Accounting Manuel (OAM), Internal Revenue Code (IRC), State procurement policies, Agency, Hospital, and other citing.
  • Perform financial transactions such as voucher expenditures, interagency payments, purchase order payments, accounts receivables, outside medical expenditures, capital asset expenditures, contract payments, expenditure accruals, Department of Revenue garnishments, cash receipting, revenue reductions, revenue transfers and cost allocations.
  • Cross train for both the accounting and banking functions as needed but primarily focus on banking.
  • Perform trust account banking services for over 500 patient accounts.

Preferred Qualifications

  • Trust banking experience
  • Experience with the Statewide Financial Management Application (SFMA)
  • Experience working within a heavily regulated environment, such as state, federal, or county agencies; Oregon Revised Statutes (ORS), Oregon Administrative Rules (OARs), and Oregon Accounting Manual (OAM)
