Requirements
- Typically requires a Bachelor’s Degree in STEM, Accounting, Finance, Business Administration, or related field of study and 10 + years of professional experience in Program Management and/or Program Planning & Scheduling or an Advanced Degree in a related field and minimum of 7 years’ experience.
- Prior experience managing a team of professionals.
- Prior work experience with Earned Value Management Systems (EVMS) and experience with DCMA and/or JSA Joint Surveillance Audits/Reviews.
- Prior experience on multiple programs with responsibility for development of and execution of the IMP/IMS: including setup, baseline management and update/maintenance, schedule analysis, critical path analysis, SRAs, and CDRL deliveries.
- The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.
Responsibilities
- Manage and develop staff of approximately 8-15 planners
- Plan, direct, and control all planning and scheduling operations for product line area programs, and is the interface for all planning and scheduling issues with Senior Planning leadership
- Participate with other managers in developing and establishing business unit and company-wide planning and scheduling procedures and training
- Ensure that the planning products are compliant with all internal and external requirements, EVMS system description and contract DIDs.
- Lead and conduct detailed analysis of the IMS and supporting documents to ensure quality, completeness, and compliance.
- Lead development of the Program Integrated Master Plan/Schedule (IMP/IMS) and support the weekly/monthly business rhythms that will require communication (electronically and verbally) of schedule status including but not limited to, results of critical path analysis, schedule variance analysis and the results of “what-if” exercises to the Planning Lead as well as Program Manager, customers, and senior management as needed.
- Analyze contract requirements and work closely with contracting staff to provide suitable, timely and accurate input for contract and subcontract language
- Understand program structures and alignment, and lead teams in development and alignment of program structures (Organizational Breakdown Structure, Product & Services Breakdown Structure, Work Breakdown Structure)
Preferred Qualifications
- Demonstrated customer facing experience in leadership role.
- Prior work experience supporting the integration of subcontractors and operations into program plans, schedules, and financial tracking.
- Prior work experience in managing the development of complex program plans in accordance with the statement of work and program strategy.
- Experience in Agile planning and execution
- Prior experience working in a competitive proposal environment.
