Requirements

  • Current Secret security clearance. Be eligible for a Top Secret/Specialized Compartmented Information Security Clearance.
  • At least 20 years of experience in increasing levels of leadership and staff responsibility in the DoD.
  • At least 5 years’ experience working with or as a member of an Operational Staff managing security assistance programs, security cooperation events, operational or exercise planning efforts with foreign partners, host nation engagements, Title 10/22/50 resources budgets involving foreign partners, or logistics programs. Experience with the SOCIUM automated information system.
  • The ability to effectively communicate both orally and in writing.
  • A Bachelor’s Degree in a related discipline.
  • A current Tourist Passport with an expiration date more than 6 months away.

Responsibilities

  • Coordinate and collaborate with mission partners, partner nations, allies, and the SOUTHCOM Staff to foster education and increase the number of proficient, high-demand maintainers of U.S. defense articles.
  • Draft, refine, publish, present, distribute, and promulgate planning and training products in support of the TMPI. Create, edit, produce, brief, and maintain written products in support of the TMPI program. Products can include artifacts such as, but not exclusively, training and equipment lists (TELs), estimations, electronic briefings, information papers, researched reports, evaluations, pamphlets, talking points, and other items required by the government.
  • Travel into the AOR, up to 50% of the time, to provide direct coordination with host nations, observe activities, provide feedback, set milestones, analyze data, and report on partner nation progress towards their program/significant security cooperation initiative (SSCI) end states.
  • Support engagements designed to assess, design, build, establish, monitor, review, adjust, and evaluate (SSCIs) under the TMPI. Provide feedback, after-action reviews, trip reports, and other post-engagement products, as required.
  • Provide support to specific TMPI-related Significant Security Cooperation Initiatives (SSCIs) in the AOR, and, specifically, to the professionalization of maintenance units/elements/schoolhouses.
  • Engage with partner nation organizations in Spanish, when required, to remove the language barrier and gain a deeper understanding of partner concerns, issues, successes, and future objectives.
  • Coordinate with foreign partners, from the service-level up to ministry of defense.
  • Collaborate with external agencies, including Embassy Teams, OSD, DoS, DSCA, Implementing Agencies, service component headquarters, US industries, and non-governmental organizations.
  • Develop TMPI-specific key themes, messaging, and information papers in alignment with the National Defense Strategy and US Southern Command’s Campaign Plan objectives and Theater Strategy.
  • Support the development and delivery of equipment life cycle management practices and costing methodologies for U.S. defense articles.
  • Examine/leverage existing TMPI country readiness reporting capabilities to refine data strategy and metrics determinations for the design/delivery of a USSOUTHCOM TMPI readiness reporting system.
  • Support and facilitate SOUTHCOM-hosted TMPI program management reviews, TMPI equipment readiness reporting reviews, and Life Cycle Management reviews.
  • Input and monitor requirements in the SOUTHCOM J5 Theater Engagements Dashboard (TED) portal.

Preferred Qualifications

  • Spanish language capability. Native proficiency preferred.
  • A Master’s Degree in a related discipline
  • Experience working at or with US SOUTHCOM or one of its Components or with one of its Mission Partners.
  • Be a graduate of the Basic Defense Security Cooperation Course or equivalent either online or in residence.
