Requirements
- University degree in a related field
- Seven (7) or more years of directly related regulatory experience (e.g. with a regulated utility, regulatory agency, government or appropriate oil and gas experience)
- Experience with and knowledge of Canada’s oil and gas transmission regulatory framework
- Project Management experience
- Strong leadership skills and able to negotiate with, and lead, resources outside of direct line of authority
- Demonstrates broad business and technical knowledge in resolving regulatory issues
Responsibilities
- Ensure that the regulatory advice provided aligns with corporate strategy, goals and values
- Execute favourable and timely approvals with minimal conditions and risks to schedule, scope, and cost, while demonstrating compliance and upholding Enbridge’s values of safety, integrity, respect, and inclusion
- Develop effective regulatory strategies and navigate requisite regulatory processes in respect to regulatory requirements and submissions, including hearings
- Lead and manage the necessary resources within and/or outside the company to make appropriate and timely regulatory filings with the Canada Energy Regulator (CER), in particular, and also the British Columbia Energy Regulator (BCER), the Alberta Energy Regulator (AER)
- Assist in the development of new and proposed projects by providing input into regulatory risks, schedules, costs, and processes
- Build support and inspire others by developing collaborative relationships (internal and external), including with regulatory agency staff and stakeholders to understand strategy, resolve any outstanding matters on projects and to facilitate regulatory approvals
- Lead regulatory compliance activities for assigned projects including the creation and oversight of project compliance tracking records, and management of post-approval regulatory matters (e.g. condition filings, information requests, complaints made to regulators etc.)
- Make sound and timely decisions and ensure project applications, notifications and other essential regulatory correspondence is strategically framed, internally consistent, and meets regulatory information requirements
- May coordinate regulatory hearing processes including providing support to Law at formal hearings, collaborating with Law on strategy development and to identify and prepare witnesses, acting as witness panel support during hearings, and managing undertakings
- May provide regulatory education training to internal stakeholders
- Stay current on regulatory initiatives, emerging trends and best practices related to regulation of oil pipelines, gas/midstream facilities, and electricity infrastructure in Canada
- May also be assigned non-project regulatory matters requiring regulatory support and/or submissions, such as recommending, developing, and/or implementing improvements to regulatory processes and procedures
- May be required to coach junior staff
- May assist with various day-to-day administration tasks, including taking part in the hiring of junior staff
