Requirements
- Bachelor’s degree in Business Administration, Supply Chain Management, or related field.
- 5+ years of experience in procurement or supply chain, with direct experience in U.S. government procurement and DFARS compliance.
- Familiarity with export control regulations and federal acquisition requirements (e.g., FAR, DFARS, ITAR).
- Strong communication and negotiation skills with experience working across legal and technical teams.
- Ability to prioritize and manage multiple procurement projects in a fast-paced, evolving environment.
- High attention to detail, organizational skills, and a commitment to process improvement.
- Proficiency in Microsoft Office and procurement platforms/tools.
Responsibilities
- Lead and manage end-to-end procurement for U.S. government contracts and DFARS-regulated activities.
- Ensure all procurement actions comply with FAR, DFARS, and ITAR regulations.
- Source and select suppliers/vendors based on quality, cost, compliance, and risk mitigation.
- Negotiate terms and conditions that support both IonQ’s business goals and government regulations.
- Conduct supplier due diligence, including compliance checks (e.g., SAM.gov registration, cybersecurity standards).
- Maintain close collaboration with legal, compliance, finance, and engineering teams.
- Conduct weekly performance reviews with key suppliers and implement improvement plans where needed.
- Manage and process purchase orders and invoices with a high degree of accuracy.
- Drive procurement strategies that reduce costs while maintaining compliance and quality standards.
- Continuously monitor procurement practices and drive enhancements to processes and systems.
- Provide training to internal teams on government procurement policies, procedures, and compliance requirements.
Preferred Qualifications
- Professional procurement certifications (e.g., CPSM, NCMA, CSCP).
- Experience managing government subcontracts, flow-down clauses, and cost/price analyses.
- Knowledge of Cybersecurity Maturity Model Certification (CMMC) and related requirements.
- Track record of achieving compliance while driving efficiency and value.
- Experience supporting audits, reporting, and government contract deliverables.
