Requirements
- 8 years’ experience in strategic planning for large and complex projects providing technical direction and implementation across multiple development teams
- 5 years’ experience advising and guiding the government on the best approach to complex problems
- Ability to develop & document solutions to complex technical problems using industry best practices
- Comprehensive understanding of production systems and the impact of future changes
Responsibilities
- Provides strategic planning for large projects or significant segments of strategic planning portions of large complex projects
- Ensures continuity of the technical direction and implementation across multiple development teams contributing to a single application
- Assists the government in developing technical strategic direction
- Develops solutions to complex technical problems using industry best practices
- Maintains a full understanding of all aspects of the production system and the impact of future changes
- Advises the government on the best approach to complex problems
- Documents solutions and project plans
- Guides development teams through project implementation
- Identifies and tracks progress towards schedule milestones
- Assists in the preparation of key strategic planning documentation
Preferred Qualifications
- Experience working with Java 2 Enterprise Edition (J2EE) and Oracle Application Express (APEX)
- Experience working with government projects and strategic planning
- Knowledge of industry best practices for complex technical problem-solving
- Strong organizational skills to identify and track progress towards schedule milestones
- Excellent communication and interpersonal skills for collaboration with government and development teams
- Proven track record of successful project implementation and milestone tracking
- Experience with Office of Management and Budget (OMB) Form 300
