Requirements

  • 8 years’ experience in strategic planning for large and complex projects providing technical direction and implementation across multiple development teams
  • 5 years’ experience advising and guiding the government on the best approach to complex problems
  • Ability to develop & document solutions to complex technical problems using industry best practices
  • Comprehensive understanding of production systems and the impact of future changes

Responsibilities

  • Provides strategic planning for large projects or significant segments of strategic planning portions of large complex projects
  • Ensures continuity of the technical direction and implementation across multiple development teams contributing to a single application
  • Assists the government in developing technical strategic direction
  • Develops solutions to complex technical problems using industry best practices
  • Maintains a full understanding of all aspects of the production system and the impact of future changes
  • Advises the government on the best approach to complex problems
  • Documents solutions and project plans
  • Guides development teams through project implementation
  • Identifies and tracks progress towards schedule milestones
  • Assists in the preparation of key strategic planning documentation

Preferred Qualifications

  • Experience working with Java 2 Enterprise Edition (J2EE) and Oracle Application Express (APEX)
  • Experience working with government projects and strategic planning
  • Knowledge of industry best practices for complex technical problem-solving
  • Strong organizational skills to identify and track progress towards schedule milestones
  • Excellent communication and interpersonal skills for collaboration with government and development teams
  • Proven track record of successful project implementation and milestone tracking
  • Experience with Office of Management and Budget (OMB) Form 300
