Requirements
- Bachelors’ Degree in occupational safety/health management, business, risk management, education, or a directly related field
- At least 3 years (preferably 5 years) progressively responsible safety and/or DOT program related experience including experience developing and implementing safety and compliance programs in accordance with federal, state and local regulations
- Knowledge of the principles and practices of Federal, State and Local laws, occupational health and safety (OSHA/NIOSH) laws, regulations and standards, including DOT/FMCSA and environmental laws and regulations
- Working knowledge of Microsoft Suite, including PowerPoint programs is required
- Strong interpersonal and managerial skills
- Skill in the use of windows-based programs
- Strong customer service skills
- Skill in customer relations, crisis communications management, public speaking and media relations
- Skill in checking information for accuracy and completeness and correcting errors
- Ability to establish and maintain effective working relationships with employees, all levels of management including executive staff, citizens, and elected officials
- Ability to handle sensitive situations with tact and diplomacy
- Ability to communicate effectively both orally and in writing
- Ability to speak before large groups; make effective verbal and visual presentations
- Ability to direct and effectively supervise a diverse workforce
- Ability to administer budgets

Responsibilities
- Collaborates with management, front line supervisors and employees to construct, deliver and promote programs and services to enhance workplace safety
- Provides guidance to management, supervisors and staff on implementation of various safety and health programs to mitigate worker injury and associated costs
- Ensures that city policies and procedures are followed by developing and administering health and safety programs designed to reduce the risk of occupational injury, minimize business disruption and damage of property
- Consults with City departments at all levels including front-line staff, supervisors, managers and directors acting as an occupational health and safety (OHS) subject matter expert
- Directs the review of operating procedures, job design and work processes making recommendations to ensure department/agency safety goals are achieved
- Responds to inquiries and requests for assistance on OHS matters, completes compliance reviews, presents OHS information at meetings and assists in resolving OHS concerns and problems
- Acts as back-up for other safety team members
- Develops, recommends and implements accident prevention and safety training programs
- Identifies potential hazards and hazardous conditions affecting employees, the public, and the environment to determine specific causes and effects
- Develops and implements workplace exposure monitoring plans and control measures to minimize injuries
- Conducts safety and health compliance audits of city facilities and field work sites to identify unsafe conditions
- Develops, implements and administers accident prevention and safety programs for the City of Aurora
- Evaluates adherence to legal and internal safety requirements, compiles reports documenting improvement opportunities and recommendations for achieving compliance and/or continuous improvement
- Develops and delivers training to employees to ensure knowledge of applicable standards and regulatory requirements
- Analyzes submitted Supervisory Investigation Reports, to develop, plan, and conduct accident prevention and safety training targeted to specific hazards and occupations
- Conducts and participates in Accident Review Committee meetings to determine causal factors and recommend preventive action
- Performs special project technical work including loss control for Risk Management, construction work-site surveys and other loss control activities as requested by Risk Management
- Provides back-up to the DOT Program Manager to maintain files and official CDL employee records
- Chairs and supports the Safety Officer Program activities
- Maintains files and records related to investigations, writes technical reports to summarize research and analysis, and submits paperwork to the proper authorities for case resolution
- Serves as a recognized subject matter expert for safety and health related concerns and building-related safety and health issues
- Performs other duties as assigned
