Requirements

  • BS/BA degree and 10 years of experience working with RC3 technology and SATCOM planning.
  • In lieu of degree, 18 years of experience
  • Must have an Active TOP SECRET US Government Clearance. Note: US Citizenship is required to obtain a TOP SECRET Clearance.

Responsibilities

  • Demonstrate experience and expertise in Resilient Command, Control, and Communications (RC3) support enhancing NIWDC’s ability to achieve its primary missions and to determine interoperability/compatibility, technical and/or TTP solutions.
  • Provide RC3 expertise, assistance, and training for real time support to operational forces deployed worldwide. Demonstrate Assured Command and Control (AC2) Modem and Global Broadcast Service (GBS) Split Internet Protocol (IP) expertise to support advanced training throughout the Optimized Fleet Response Plan (OFRP) training cycle.
  • Support integration with other warfare communities and WDCs to optimize RC3 advanced training exercises and objectives in the OFRP. This integration will include strong technical and doctrinal alignment during live, virtual, constructive classroom, and pier-side training events.
  • Assess other opportunities for training from Joint/Department of Defense and other Service entities. Support development of advanced training scenarios, incorporating the latest RC3 equipment, doctrine, policy, preplanned responses, and Tactics, Techniques, and Procedures (TTP) for Information Warfare employment and integration.
  • Demonstrate proficiency in planning, execution, and operation of GBS/Split IP missions to include GBS Mission Request (GMR), Satellite Access Request (SAR), and Gateway Access Request (GAR) submissions. Liaise with Fleet operators to facilitate synergies between AC2 Mission Planning (AMP) Cell, Regional Satellite Support Centers (RSSC), Wideband Satellite Operations Center (WSOC), and Global Broadcast Satellite Operations Center (GBSOC)
  • Provide RC3 training and mentorship in support of Staff training (DESRON, CSG, ESG and ARG) and Afloat/Ashore training commands (ATG, CSCS, CSG 4/15, IWTG, WDCs)
  • Provide RC3 SME support to operations, integrated, and advanced level Fleet exercises that enhance organic IW capability and promote alignment with current doctrine, TTP, Tactical Memorandums (TACMEMOs), and CONOPS. Support development of Fleet Experimentation (FLEX) initiatives and advocating for RC3 related events hosted by NWDC.
  • Conduct TTP research and development for emerging tactics identified through FLEX events across the IW communities. Conduct training and tactical level warfighting effectiveness and DOTMLPF assessments to identify and mitigate capability gaps and support innovative solution development across all platforms (afloat and shore) for the Information Warfare (IW) mission areas.

Preferred Qualifications

  • Experience with Joint Integrated SATCOM Tool (JIST).
  • Experience with Assured Command and Control (AC2) MODEM configuration.
  • Graduate of Military SATCOM Protected and Wideband Communications Management Training Course.
  • 4 years’ experience beyond 10 can substitute for BA/BS if you have an associate degree.
  • 8 years’ experience beyond 10 can substitute for BA/BS if you have a HS degree.
