Requirements

  • Must be a US citizen
  • Secret clearance
  • BS/BA
  • At least 10 years of experience
  • Previous senior management experience in the delivery of technical and management services (Program Management and Operations execution)
  • Capability to work effectively with a broad range of people with a wide variety of technical skills and experience
  • Ability to react quickly in a rapidly changing environment, motivate and manage a team, and support staff
  • Ability/experience managing professional personnel in a defense environment
  • Ability/experience managing contract execution in a defense environment (hours, vacancies, funding, performance, quality)
  • Ability/experience managing contract financial execution/tracking/expenditures in a defense environment
  • Ability/experience interfacing regularly with Government clients (Military and Civilian) on all aspects of contract execution
  • Risk management experience
  • Defense Acquisition System experience
  • Ability to manage multiple tasks
  • Leadership experience with the ability to manage teams
  • Strong negotiation skillset
  • Strong personal organization skills
  • Strong communication skills, written and oral

Responsibilities

  • Serves as the contractor on-site program manager
  • Provides day-to-day direction, management, and oversight for contractor personnel
  • Provides expert functional guidance to employees
  • Interfaces with Government management to resolve problems
  • Resolves contractor personnel problems and issues when identified by the Government lead or Contracting Officers’ Representative (COR)
  • Establishes priorities of work to subordinates based on Government goals and objectives
  • Interfaces between Government customers, COR, and Contractor
  • Performs other PM direct support functional roles
  • Distribute and balance workload in accordance with established workflows and ensure timely accomplishment of the assigned workload
  • Give on-the-job training to new employees in accordance with established procedures and practices
  • Lead the team in assessing its strengths and weaknesses and provide leadership to the team in exploring alternatives and determining improvements
  • Articulate and communicate to the team the assignment, problem to be solved, actionable events, milestones, suspenses, and time frames for completion
  • Assigns work to personnel according to workload, ability, and priority of assignment and provides instruction and assistance as necessary on problems or issues
  • Responsible for interviewing, hiring, and training contractor employees
  • Responsible for the performance of all contractual requirements

Preferred Qualifications

  • Master’s degree
  • At least 15 years of experience
