Requirements

  • Three (3) years’ paraprofessional or technical-level experience in a related field such as general business, accounting, contracts, purchasing, or project administration support OR a bachelor’s degree will substitute for the experience.
  • A one (1) year certificate in supply chain, logistic management, procurement, or a related field will substitute for one (1) year of experience.

Responsibilities

  • Use a variety of methods such as Request for Proposals, Requests for Information, Invitation to Bid, to procure goods and services.
  • Advise managers and staff on procedures for developing contracts, agreements, and grants.
  • Collaborate with technical resource staff to develop specifications, requirements, and guidelines.
  • Translate program requirements into contract terms.
  • Evaluate proposed contract terms and conditions for potential performance risk.
  • Develop solicitation strategies and evaluation methodologies.
  • Lead pre-proposal conferences; clarify requirements.
  • Evaluate proposals received against selection criteria.
  • Negotiate contract terms to minimize performance risk.
  • Collaborate with other state agencies and public agencies to develop cooperative procurement contracts and agreements.
  • Coordinate the evaluation of contractor performance or quality of services.
  • Consult with Special Counsel and DOJ to facilitate clarification of legal issues and the approval of contract terms and conditions.
  • Assist business partners to approve contractor invoices for payment.
  • Draft contract amendments.
  • Research alleged contract violations and assist with their resolution.
  • Provide training in contract administration to Agency staff and management.
  • Prepare and deliver training to Agency staff on contract/agreement/grant processes, procedures, requirements, and related issues.

Preferred Qualifications

  • Experience administering procurements under State of Oregon Executive branch agency procurement statutes, and administrative rules.
  • State of Oregon Basic Procurement Certification (OPBC), Universal Public Procurement Certification Council’s Certified Professional Public Buyer (CPPB) or approved alternate procurement-related credentials.
  • Committed to upholding ethical practices that promote trust and demonstrate integrity.
  • Para-professional level knowledge of principles, theories, and processing of State of Oregon Executive branch governmental contracting.
  • Ability to develop constructive and cooperative working relationships with others.
  • Skills and ability to weigh relative risks, costs, and benefits of a potential action.
  • Strong research skills.
  • Effective work prioritization and time management.
