Requirements
- More than 1 year of experience with ICD 705
- Experience with NSTISSAM TEMPEST/1-92 and CNSSAM TEMPEST/01-02 specifications
- Experience working with or supporting SCIF (Sensitive Compartmented Information Facility) environments, including construction of SCIF rooms, buildings or labs
- More than 3 years of experience working with building codes and commercial construction, interpreting highly complex drawings, schematics and equipment manuals
Responsibilities
- Develop ICD-705 compliant documents, including FFC, CSP, and DCSA Forms 147
- Conduct technical inspections and STC testing
- Monitor, observe, and interact with the construction workers as they accomplish their various tasks to preclude the introduction of electronic, electrical, mechanical, or any other type of hostile surveillance monitoring devices into finished construction
- Screen all equipment, materials, and furnishings destined for use in the controlled construction area, using X-ray machines and any and all other methods of examination as outlined in the requirements and approved by the sponsor
- Operate proposed inspection equipment
- Utilize knowledge of all construction disciplines, including civil architectural, mechanical, electrical, and electronic engineering principles
- Read and analyze designs and blueprints and recognize the architect’s intended use
- Analyze designs and structural complexities for ulterior purposes not intended by the architect
- Exercise knowledge of Intelligence Community Directive 705 (ICD 705) standards, Best Practice Guidelines for Architectural Radio Frequency Shielding (Tempest Guidelines), Technical Surveillance Countermeasures (TSCM), construction principles, and the types of devices used by hostile and friendly intelligence services for the purpose of clandestine surveillance
- Write detailed reports in English and complete the analyses of issues, findings, and security situations that require staff action
- Maintain daily logs during tour of duty
- Other duties of similar scope and nature as assigned
- Ability to work independently with oversight
Preferred Qualifications
- Level 3: More than 5 years of related work experience or an equivalent combination of education and experience
- Level 4: More than 10 years of related work experience or an equivalent combination of education and experience
- Active Top Secret/SCI U.S. Security Clearance
- More than 3 years of experience working with or supporting SCIF (Sensitive Compartmented Information Facility) environments, including construction of SCIF rooms, buildings or labs
- Previous Experience as Site Security Manager (SSM), Construction Security Technician (CST)
- More than 5 years of experience in construction of secured area builds
- Experience designing, building and accrediting SCIFs and/or SAPFs
