Requirements
- Completion of a degree in Business Administration, Project Management, Real Estate, Urban & Regional Planning, Urban Land Economics, or a related discipline – or a combination of education, training and experience deemed equivalent.
- Demonstrated experience leading real estate acquisition and property management programs, ideally for an owner/public sector agency within a multi-billion-dollar (>$1B) infrastructure/transit project environment.
- Experience with other forms of real estate transactions, such as leasing, easements, or permissions to enter, with a strong understanding of property valuation and real estate finance, as well as some knowledge of and experience with the expropriation process.
- Strong knowledge and experience interpreting and applying relevant legislation, contracts, agreements, and engineering and survey plans related to property acquisitions.
- Extensive experience leading, prioritizing, and managing numerous project initiatives in a collaborative, fast-paced environment.
- Strong written and verbal communication skills with an ability to influence and communicate effectively internally and externally at all levels.
- Highly skilled in exercising tact, initiative, and resourcefulness to draft, negotiate, or amend agreements and contracts.
- Experience with various procurement methods, both traditional and non-traditional (especially P3 Projects).
- Strong sense of urgency and decision-making skills conducive to managing priorities and meeting internal and external timelines.
- Excellent management and leadership skills to manage, provide guidance and motivate departmental staff and lead projects.
Responsibilities
- Plan and manage complex real estate acquisitions to support and ensure successful completion and coordination of efforts for all assigned Metrolinx projects.
- Administer, expedite, and approve the process of real estate due diligence required for property acquisitions (e.g., completion of property appraisals, planning reports, title searches, preliminary plans, environmental reports, reference plans/ surveys, heritage studies and more).
- Provide technical advice for property requirements coordination and input into the development of property acquisition strategies and plans.
- Represent Metrolinx on property acquisition matters and serve as the primary contact to the real estate community as well as manage external consultants in the completion of their contracted deliverables.
- Lead challenging and high-profile property acquisition negotiations, particularly in those situations posing a significant reputation risk to Metrolinx, of a sensitive nature or those involving significant financial compensation requirements for property.
- Lead and provide guidance to a small team of employees on property related projects and performance related tasks.
