Requirements
- Possess a B. Sc. or B. Eng. degree from an accredited institution (required), or Masters (preferred) with one of the following (or related) concentrations: Mechanical, metallurgical or manufacturing engineering, Automotive or aviation sector, Process or oil & gas fabrication/engineering, Quality Engineering Technology
- 10 years industry experience with large scale projects, minimum
- 5 years management and leadership experience, minimum
- Offshore oil and gas, maritime vessel, or offshore wind experience in manufacturing, transportation, logistics, and commissioning required
- Excellent Microsoft Office product knowledge, required
- Proficiency with project management software, required
- Experience in developing and reviewing project quality and management systems, contract documents and project specifications, required
- In-depth knowledge of the difference between quality assurance, quality control, quality improvement and quality planning, required
- Formal training (certification preferred) of ISO 9001 framework, required
- Candidate will be required to enter offshore related projects and therefore the following training will be required, either at time of hire (preferred) or must be acquired shortly after hire: Full GWO, Offshore Medical Certificate, HUET or BOSIET
- Fluent in English (written and spoken).
- Any additional language such as Spanish and or German would be beneficial.
Responsibilities
- Drive the quality department of the US Offshore business by setting up primary and secondary objectives.
- Develop the quality departments resources to effectively support each project and a culture that is quality oriented.
- Advise engineers, managers and directors about any quality issues related to engineering, fabrication and construction of all offshore (an onshore) assets within the project.
- Implement and maintain quality frameworks agreement with third party providers in the US offshore market, developing business that support the logistical needs of quality factors regarding third party services.
- Develop, implement maintain criteria and schedule for quality inspections through all phases of the projects, including oversight of factory acceptance tests (FAT), inspection and testing plans (ITP) and related schedules for manufacturer required deliverables.
- Work closely together with the Quality Management Systems Manager and Principal Safety Engineer to develop an IMS (Health and Safety and Quality Integrated Management System) at business and project level.
- Work closely together with the Quality of Supplies Manager to develop a quality control strategy and to define minimum requirements for our assets.
- Develop policies and documentation to be maintained by the department including the evaluation of effectiveness of contractors on site.
- Implement stringent quality control functions such as quality activity plans, inspections schedules, reporting measures and recording keeping; from start of the Product Engineering Process through to O&M hand over.
- Implement and maintain a proper pre-qualification process of contractors at business level to ensure compliance with Avangrid’s quality requirements, and support project resources with the evaluation of tenders, ITT, ITEO etc.
- Together with project FOU, WTG, IAC, OSS and OnSS Safety Engineers, drive the CE certification process or UL listing process, dependent upon manufacturer location.
- Utilize risk management principles to evaluate potential risks of design solutions during the design, specification, and verification process, deliver components and systems that are ‘right the first time’ to ensure suitability of use.
- Develop an ‘audit program’ of manufacturers and related (sub) contractors that qualifies them industry best practice, statutory/regulatory and Avangrid’s quality requirements, including effective and documented follow-up actions utilizing appropriate action tracking database system.
- Ensure that as part of the quality services, that there is available resource to provide any training related to the quality management services and provide delivery/assistance with any training where possible.
- Ensure delivery of training to project personnel, including supervising quality inspectors, technicians and other staff and provide guidance.
- Meeting(s) are foreseen which must be driven and documented.
- Weekly meeting with project and site team and documentation in minutes taking.
- Monthly meeting with senior project management and its minutes and actions taking.
- Actively participate in meeting requirements towards Offshore QHS Business Office.
Preferred Qualifications
- Project Management Professional (PMP) certification
- Certified Quality Engineer (CQE) certification from ASQ
- Six sigma Green/Black Belt
- Understanding and experience with TQM
- Understanding and experience with 8-D reporting
- Experience with Risk Management as a QA tool
