Requirements

  • Bachelor’s degree from an accredited college or university required in a specific field of endeavor -AND- four (4) years of related experience.
  • -OR- Associate’s degree from an accredited college or university -and – six (6) years of job-related experience.
  • -OR- Year-for-year experience may substitute for a college degree.
  • Two (2) or more years of supervisory experience.
  • Valid Florida driver’s license by date of hire.
  • Must have or be willing to obtain (we can help with this!): Registered Professional Engineer within 6 months of hire.
  • 40 hr HAZWOPER Certification within 1 year of hire.
  • Asbestos Supervisor Accreditation within 1 year of hire.

Responsibilities

  • Establish priorities for accomplishing the various tasks assigned to Air and Water Quality staff.
  • Assign and supervise the work of program personnel.
  • Formulate, implement, and monitor policies and procedures appropriate to the day-to-day operation of the various programs.
  • Administer the recruitment, training, and performance appraisals of staff, including supervisors.
  • Act as liaison with the regulated community, consultant engineers, attorneys or other regulatory agency personnel, and professional organization representatives to resolve outstanding program issues.
  • Direct the preparation of the annual budget, exercise budgetary control over the various programs, and track the grant and Air Tag Fee revenue and fund balance for appropriate disposition.
  • Recommend ordinance creation and contract execution to the EPD Manager for further recommendation to the Board of County Commissioners.
  • Oversee all procurement activities within the Air & Water Quality Program.
  • Standing member of the Development Review Committee managing pollution control concerns.
  • Maintain certifications and attend pertinent training as required.
  • Manage proactive assessments of fraud awareness, prevention, detection, and risk mitigation activities in area of responsibility.
  • Oversee financial, compliance, operational, and performance audits; review audit findings and ensure appropriate controls are established and implemented.
  • Administer the contractual agreements with the Department of Environmental Protection (DEP) regarding pollutant storage tank facility compliance inspections, enforcement referrals, and petroleum contamination cleanup.
  • Performs technical reviews using Professional Engineering credentials in accordance with Chapter 471 (F.S.).
  • Administer the Air Quality Program in accordance with the Specific Operating Agreement with FDEP. This includes permitting and enforcement of stationary sources, asbestos projects, and open burning.
  • Using Professional Engineering credentials performs oversight of permit reviews in accordance with Chapter 471 (F.S.). Also includes management of the air monitoring.
  • Administer the Water Quality Programs in accordance with the Specific Operating Agreement. This includes permitting and enforcement of regulations pertaining to the Domestic Waste Water Program and the NPDES program.

Preferred Qualifications

  • Knowledge of air and water quality, pollutant storage tanks, and petroleum cleanup regulations and practices.
  • Advanced professional certification(s).
  • Grants/contract management.
  • Project management skills.
