Requirements

  • Bachelor’s degree with a concentration in social sciences, public administration, social work, sociology, or related field is preferred.
  • At least two (2) years of experience in counseling, case management, customer service, or coaching diverse populations with low income or programs where strong monitoring/quality assurance of program regulations was required.
  • Intermediate working knowledge of computer software including Microsoft Office with the ability to learn new software applications.
  • Skilled in reading, interpreting, and applying HUD rules and regulations and CHA’s policies and procedures.

Responsibilities

  • Strategically plan outreach efforts to recruit and enroll families and individuals in the LevelUp program.
  • Oversees the completion of 5+ year Contracts of Participation for all eligible participants.
  • Develops a detailed individualized training & services plan (ITSP) outlining the specific services (i.e. employment training, financial coaching), timeframes and goals for achieving self-sufficiency.
  • Manages a coaching caseload of 80-85 families and maintain regular schedules for meetings with participants to monitor their progress toward completing the ITSP.
  • Conducts home visits as needed.
  • Provides coaching and education in life skill areas such as housing, employment, education, financial wellness, public assistance, and homeownership.
  • Refers participants to CHA’s Special Programs, including but not limited to HOME, WORC, and Youth Opportunities.
  • Maintain complete and accurate participant data, LevelUp escrow savings statements and documents up-to-date participant records and case notes in CHA’s client management system.
  • Manages participant escrow accounts with accuracy and regulatory compliance.
  • Regularly tracks participants’ progression toward their goals and adjusts strategies and outreach frequency as needed to enhance success.
  • Networks with community agencies, determines key leadership from the agencies and coordinates participation on the Program Coordinating Committee to provide services, technical assistance and policy guidelines.
  • Contacts public and private agencies and organizations to arrange services needed by participants and provides referrals for services.
  • Secures Memorandum of Understanding or other informal agreements with community agencies to ensure on-going provision of services for program participants.
  • Plans, schedules, and facilitates workshops, information sessions and educational materials, in-person and virtually related to various program components to a wide variety of audiences, including clients, staff, and the public.
  • Maintains knowledge of successful national and local efforts to assist families with low-income achieve economic self-sufficiency.
  • Travels to attend off-site trainings, meetings, and events, as assigned.
  • Performs other duties outside of job description to cover absence or relief, to equalize peak work periods or otherwise balance the workload.
