Requirements

  • A minimum of 10 years of experience in construction estimating, project management, or field supervision—ideally within utility infrastructure.
  • A deep understanding of public agency and municipal project standards and specifications.
  • Familiarity with scheduling tools such as MS Project, SureTrak, or Primavera P6.
  • Strong communication and leadership skills—able to work independently and manage teams effectively.
  • A commitment to continuous learning and systems/process improvement.
  • A High School Diploma or GED (required); a Bachelor’s degree in Engineering, Construction Management, or a related field (preferred).

Responsibilities

  • Develop and maintain estimating standards, tools, and workflows across multiple clients and projects.
  • Lead estimate reviews with owners, contractors, estimators, and other stakeholders to ensure alignment and competitiveness.
  • Respond to client inquiries regarding scope, pricing, and value engineering strategies.
  • Review project documents—including general conditions, scopes of work, and schedules—and participate in job walks.
  • Oversee and mentor junior estimators, offering guidance on approach, accuracy, and client engagement.
  • Support preconstruction efforts and contribute to proposal development and bid strategy.
  • Lead the collection and analysis of cost data for labor, equipment, materials, and production rates.
  • Maintain and evolve historical cost databases and cost benchmarking resources.
  • Utilize and optimize estimating software (e.g., HCSS Heavy Bid/Heavy Job) to manage and track estimates.
  • Monitor market conditions and industry trends to inform pricing strategies.
  • Review and analyze post-project cost performance data to refine future estimating accuracy.
  • Develop cost models and risk-adjusted estimates to support client decision-making.
  • Evaluate alternative means and methods and analyze their cost implications.
  • Track and report key estimating metrics to internal and external stakeholders.
  • Facilitate internal and external estimating meetings to ensure transparency and alignment.
  • Serve as the primary point of contact for estimating-related questions and updates across the client’s organization.
  • Prepare and present clear and compelling estimate reports, proposals, and dashboards.
  • Collaborate with subcontractors and vendors to ensure current pricing and strong relationships.
  • Identify potential gaps, risks, or inconsistencies in bid packages and flag them early in the process.
  • Support contract negotiations with vendors and subcontractors as needed.
  • Ensure that all deliverables meet client quality expectations and deadlines.

Preferred Qualifications

  • Experience using HCSS Heavy Bid/Heavy Job or similar platforms.
  • Prior experience as an owner’s representative or working in a client-facing consulting capacity.
  • 5+ years in a leadership or mentoring role.
  • Certifications such as PMP, DBIA, or a similar designation.
