Requirements
- Advanced university degree (Master’s degree or equivalent) in Environmental Economics, Environmental Law, Natural Resources Management, Sustainable Development, Climate Change Adaptation/Mitigation, International Development with a specialization in Climate Change Adaptation, Environment and Development, or other closely related field is required, or a first-level university degree (Bachelor’s degree) in the above mentioned fields, in combination with two additional years of qualifying experience will be given due consideration in lieu of advanced university degree.
- Minimum 10 years (with Master’s degree) or 12 years (with Bachelor’s degree) of experience working with developing countries on Climate Change Adaption.
- At least 7 years of experience in providing technical advisory to project/programme proposal formulation and in providing oversight to, or direct management of, project or programme implementation.
- At least 7 years of experience providing technical and strategic guidance to countries on the development and implementation of EWS-focused initiatives, projects, or programmes.
- Experience in the policy development processes associated with environment and sustainable development issues.
- At least 7 years of experience working in Africa, Asia and the Pacific, and/or Latin America and the Caribbean.
Responsibilities
- Contribute to a strategic understanding of, and engagement with, the substantive technical issues, institutions, and processes within the region, including establishing contact and identifying strategic partnerships with other agencies, donors, NGOs, the private sector, scientific institutions and the like;
- Participate in the development and implementation of UNDP’s global and regional strategies on environment and sustainable development within the BPPS and beyond. Engagement in policy and advocacy work with external partners where relevant.
- Provide strategic guidance on the development and implementation of EWS initiatives within UNDP BPPS, ensuring alignment with organizational priorities and global EWS frameworks.
- Advice and support the development of EWS-related knowledge products, such as policy briefs, briefing notes to senior management, and case studies.
- Provide advice and support in the mobilization of financial resources for EWS initiatives, through grant writing, fundraising, and resource allocation strategies.
- Serve as Global Advisor for the UNDP adaptation team in matters related to Climate Information and Early Warnings, coordinating internally across BPPS, Crisis Bureau, as well as advancing partnerships across UN agencies, global platforms, and initiatives (such as REAP, SOFF, EWALL, among others).
- Serve as UNDP focal point for the Systematic Observation Financing Facility (SOFF); including leading fund mobilization and the delivery of the country projects with support from a team of colleagues covering the countries.
- Lead the implementation of the EW4All initiative of the UNSG, both strategically with the pillar leads (WMO, UNDRR, ITU, and IFRC) to shape the initiative and at the global level for the implementation of the EW4All programme with the GCF.
- Provide policy development support and guidance;
- Support the development of strategic UNDP policy position papers and internal briefing notes;
- Facilitate policy analysis and the development of technical tools and guidance;
- Keep the Regional Team informed of trends and issues with respect to the substantive technical area;
- Keep the Principal/Senior Technical Advisors informed of trends and issues in the region.
Preferred Qualifications
- Extensive experience in developing or implementing adaptation projects financed by vertical funds (such as the Green Climate Fund, Adaptation Fund, Least Developed Country Fund, and/or Special Climate Change Fund) is highly desirable.
- Demonstrated experience in developing and mobilizing resources for, and/or implementing, global-level projects or programmes in the area of climate change, with a focus on climate change adaptation, early warning systems, and disaster risk management, is an added advantage.
- Experience leading and coordinating EWS-focused initiatives with UN entities, NGOs, and public and private sectors is considered a strong asset.
- Experience within UNDP, the UN system, and/or equivalent international organizations, along with knowledge of UNDP policies, procedures, and practices, would be a strong advantage.
