Requirements
- Ability to analyze and translate requirements into system specifications.
- Ability to analyze, design, develop, troubleshoot, and implement technology solutions.
- Ability to partner with internal and external business customers and service providers to promote VDOT business and technology goals.
- Ability to program and create custom reports using IT application standard tools.
- Knowledge of data modeling and interface management applications and tools.
- Knowledge of project management tools, methods, and practices.
Responsibilities
- Design, implement and oversee operations for VDOT information technology projects or programs.
- Ensure operations are conducted in alignment with information technology strategies.
- Analyze data, monitor performance, develop policies and procedures, and resolve complex problems and issues.
- Comply with VDOT and IT policies, standards, and guidelines.
- Provide status reports on project plans, timelines, schedules, and progress updates.
- Participate in strategic planning for systems.
- Prepare documentation and develop and update user manuals.
- Prepare materials and conduct user training.
- Develop policies, guidelines and standard operating procedures related to assigned technology program area.
- Document best practices, and review and update policies and guidelines as changes occur.
- Collaborate with other section team members on projects and programs and participate on project teams.
- Share knowledge with other team members and encourage their participation.
- Serve as Project Lead for initiatives and projects related to assigned technology area.
- Coordinate work of team members, and provide guidance, advice, and technical assistance.
- Support development and maintenance of projects; maintain and resolve issues for existing projects and systems.
- Develop and support new projects.
- Serve as a senior technical resource.
- Work with customers to analyze projects and define requirements.
- Provide analysis, design, and implementation for complex computer systems development.
- Prepare cost and benefit analyses, project estimates, conceptual plans, and timelines for systems development.
- Develop and participate in system testing.
- Prepare program and system documentation.
- Provide system and user support.
Preferred Qualifications
- A combination of training, experience, or education in Computer Science, Information Systems, Engineering, Business Administration, or related field desired.
- PMP certification desired.
- Skill in system analysis, design, development, testing and troubleshooting.
