Requirements

  • An Advanced University Degree in Human Resources, Business Administration, Public Administration, Organizational Development or related discipline is required.
  • Minimum of one year of progressively relevant experience in HR management and/or finance / administrative support to a large client base, and on a global level is required.
  • Knowledge of internal administrative controls and financial management policies.
  • Knowledge of procurement support and related administrative services.
  • Strong analytical skills – ability to extract data, identify trends and raise to the attention more senior staff with recommended actions.
  • Demonstrated innovation and creative problem-solving abilities.
  • Excellent organizational and multi-tasking skills – ability to coordinate several work-streams in parallel, while maintaining attention to details.
  • Ability to handle confidential information and build a trusting rapport with staff at all levels of the Fund.
  • Ability to collaborate effectively and create sense of cohesion in teams.
  • Excellent knowledge of information technology systems and tools. Knowledge of PeopleSoft HRMS would be considered an asset.

Responsibilities

  • Support Director with preparation of materials on Resident Coordinator candidates for IAAP, and for participation in HR Network/ICSC Meetings;
  • In coordination with HR Analyst, Reporting and Communications, facilitate incoming and outgoing communication from the Director’s office, as well as internal and external information from the Director’s office to the Division teams and the Branch teams;
  • Track and follow up on DHR Director’s missions and travel/logistical arrangements;
  • Prepare agendas, researches and documents information for meetings involving issues and projects deemed necessary by the Director of DHR/Branch Chiefs/HRBPs;
  • Participate, as requested, in meetings/events, including minute taking; proactively ensures successful execution of the above;
  • Support meetings with high-ranking visitors, ensuring appropriate protocol and procedures for all appointments and meetings;
  • Responsible for leading & coordinating all administrative tasks within the HR office and ensuring the efficient running of the DHR’s office;
  • Develop a strong understanding of the rationale underlying HR policy and procedure on the IC usage and process;
  • In coordination with HRBP, HQ, serve as organizational focal point for IC’s, providing guidance to the organization on the application of the guidelines and policy on IC’s in conjunction with HR Policy Unit;
  • Review exceptions from HQ and the field, prepare appropriate recommendations for approval;
  • Monitor and report on consultancy data and exceptions;
  • Monitor project and divisional budget allocations in Quantum for the Division of Human Resources, both institutional and program funds, under guidance of the HR Specialist, Workforce Planning & Analytics;
  • Prepare status reports and analysis of the financial situation; maintain and monitor the budgetary commitments and expenditures of all activities;
  • Review budgetary processes with a focus on enhancing the control environment innovation and continual improvement. Prepare analysis and reports to HR Specialist, Workforce Planning & Analytics and the HR Director regarding identified opportunities for process improvement;
  • Serve as DHR’s procurement focal point providing oversight to DHR’s procurement processes, providing advice to branch level focal points;
  • Consult with the Procurement Services Branch, Facilities and Finance Branches, as well as Vendors on proposals, purchase orders and contracts;
  • Review DHR requisitions prior to approval and prepare requisitions in Quantum for goods and services to be procured;
  • Ensure coordination of asset management timely preparation and submission of period inventory reports, coordination of physical verification of inventory items within each branch;
  • Provide oversight and coordination of travel/logistical arrangements within the DHR budget ensuring compliance with Travel guidelines and budget limits.

Preferred Qualifications

  • Previous experience with development/humanitarian organization would be considered an asset.
  • Knowledge of other official UN languages (Spanish, French, Russian, Arabic, Chinese), preferably French and/or Spanish, is desirable.
