Requirements
- Bachelor’s degree in occupational safety, environmental sciences or related field or equivalent combination of education and experience
- 7 – 10+ years of experience in HSE compliance
- Knowledge of federal, state and local regulations including EPA, OSHA, DOT, DOL, W/C and other industry standards and best management practices pertaining to occupational health & safety
- Strong knowledge of risk assessment and incident investigation methodologies
- Become an OSHA Authorized Outreach trainer by completing OSHA 510 and OSHA 500 within 1 year
- Have or obtain a certificate from the Board of Certified Safety Professionals within 1 year
- Knowledge of Incident Command System (ICS)
- Internal and External Audit experience (ISO 9001, 14001, and/or 45001); Some experience in implementing and/or maintaining an ISO or similar certification system preferred
- Working knowledge of 40 CFR Environmental regulations and state regulations in Texas preferred
Responsibilities
- Manages the maintenance and implementation of safety programs, compliance plans, and initiatives related to the LBJ & NTE Concessions to ensure a safe, healthy, and secure work environment exists for all employees and contractors.
- Assesses and identifies issues by reviewing and analyzing the effectiveness of the HSE programs / documentation and conducts relevant audits to ensure compliance.
- Directly supports the CEO and HSEQ Director to implement effective policies, procedures and initiatives.
- Understands and appropriately influences company strategy as related to HSE compliance and program implementation.
- Teams with executive management to define goals to reduce accidents and incidents at the workplace.
- Evaluates contractual Environmental requirements and environmental regulations to ensure environmental compliance is maintained.
- Establishes a contractor management program that provides review of applicable contractor safety programs, training before sub-contractor is allowed to work, and ensures Contractors receive job-specific orientation(s).
- Identifies and coordinates health and safety training for all LBJ & NTE concession employees.
- Conducts safety meetings / training with employees to discuss safety and health matters, specific workplace hazards / mitigations, and ensures that employee concerns are routinely discussed by all levels of management.
- Conducts periodic, documented safety inspections of worksites to identify and correct unsafe conditions and unsafe acts while taking proactive measures to implement immediate and effective corrective actions to eliminate safety hazards.
- Investigates and documents all occupational injuries and illnesses and works with relevant stakeholders to identify corrective actions(s) that will prevent further occurrences.
- Support case management of all occupational injuries / illness by partnering with HR to review Worker’s Compensation (W/C) information and support programs for an injured worker’s return to work.
- Partner with HR, Risk Management and Roadway & Maintenance (R&M) to monitor DOT drug & alcohol testing, ensure accurate reporting, random testing, and ensure compliance with DOT regulations and the Company policy.
