Requirements
- Possession of a Certified Public Accountant or Certified Government Financial Manager certificate AND two years of accounting experience equivalent to Accountant 1 work to include setting-up ledgers, account codes and controls, and modifying accounting systems;
- OR A Bachelor’s degree in accounting, or in any discipline that includes or is supplemented by 32 quarter (21 semester) credit hours from an accredited institution in Accounting AND two years of accounting experience equivalent to Accountant 1 work to include setting-up ledgers, account codes and controls, and modifying accounting systems;
- OR 32 quarter (21 semester) credit hours from an accredited institution in Accounting AND four years of related accounting experience to include a) classifying, analyzing, and reconciling financial data and records; b) designing, recommending, and installing modifications of accounting methods, procedures, forms, and records; c) preparing financial statements and reports; d) analyzing and interpreting laws, regulations, codes, and ordinances to ensure the legality of financial transactions; and e) analyzing, interpreting, and making recommendations related to accounting transactions, accounts, and account relationships resulting in accounting entries.
Responsibilities
- Utilizes principles of account standards to interpret, analyze and process expenditures and revenues by following the Oregon Account Manual (OAM), Generally Accepted Accounting Principles (GAAP), statewide and agency policies.
- Works with interrelated accounts in multiple computerized accounting systems and other digital systems, preparing and recording charges to accounts, analyzing accounting transactions, preparing reports, and ensuring compliance with accounting controls.
- Reviews, analyzes, and processes various accounting documents or forms for completeness and accuracy; audits and reconciles agency accounts; reviews grant programs to ensure proper coding and tracking is maintained; and may include reviewing, auditing, and releasing accounting entries submitted by other fiscal staff.
- Applies advanced accounting skills and operates with a high degree of discretion while making independent decisions and creating complex financial reports and analyses to support agency wide fiscal planning and accounting.
- Provides manager accurate and timely financial records for the purpose of making knowledgeable budget, financial and management decisions.
- Develops good working relationships with agency staff and customers through active participation in accomplishing the agency mission and resolving problems in a constructive manner.
Preferred Qualifications
- Extensive knowledge of Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) accounting principles and standards
- Experience with State of Oregon Statewide Financial Management Systems (SFMS) including RSTARS (Relational Statewide Accounting and Reporting System) and Datamart (OBIEE)
- Applied experience in grant accounting
- Experience working with grantees on their budgets and providing budget related technical assistance to internal and external staff around program funding
- Applied knowledge of governmental accounting (including various basis of accounting used: accrual, modified accrual, fund), including experience with restricted funds
- Applied skill in analyzing accounting information and systems to prevent, detect, and correct errors
- Experience preparing financial reports to share with management and boards
- High proficiency and ability to evaluate accounting and fiscal grant functions and recommend and inform agency leadership on needs of the agency- whether that be to remain in compliance with industry standards, updating procedures or making recommendations on other efficient functions
