Requirements

  • Typically requires a University Degree and minimum 8 years prior relevant experience, or an Advanced Degree in a related field and minimum 5 years of experience.
  • Experience working in a regulated environment or industry supporting licenses, agreements, compliance, transactional activities, application of ITAR and EAR regulations.
  • The ability to obtain and maintain a U.S. government issued clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

Responsibilities

  • Work with the Global Trade Technology Manager and the RTRC LCC team to develop export and import plans for engagements with RTX business units, universities, and other third parties on research and development projects.
  • Manage the process for onboarding and technology control plans for non-U.S. person employees to ensure regulatory compliance.
  • Assess pursuits and proposals for export control applicability based on specific work and technologies and collaborate with internal stakeholders to ensure adherence to regulations and internal policies.
  • Develop and deliver training for employees.
  • Assist in identifying compliance concerns by identifying errors and areas requiring improvement and implementing corrective actions to resolve problems.
  • Provide consistent interpretation under the ITAR and EAR to RTRC employees.
  • Ensure regulatory compliance through review and approval of foreign travel, foreign visits, export and import transactions and restricted party screening.
  • Contribute to learning and audit assessment programs to ensure implementation and effectiveness of internal controls.
  • Support and participate in corporate global trade steering committees.
  • Support management in investigating and resolving compliance matters, audits and investigations.
  • Maintain applicable trade compliance records in accordance with regulatory requirements.
  • Support and develop Global Trade, CUI and other required process and procedures surrounding the storage, use and transfer of digital information within and external to RTRC.
  • Application of CORE operating system tools and procedures to monitor and continuously improve RTRC Global Trade operations.
  • Travel minimally, up to 5%.

Preferred Qualifications

  • Advanced knowledge of and experience with ITAR and EAR.
  • Familiarity and working understanding of U.S. Munitions List and Commerce Control List classification determination processes and export and import regulatory requirements.
  • Experience operating with non-U.S. trade regulations.
  • Familiarity with RTX Global Trade requirements and processes.
  • Knowledge of SNAP-R, OCR, DECCS and/or SAP systems.
  • Knowledge of controls surrounding CUI, CDI.
