Requirements
- Seven (7) years of information systems experience in: geospatial data governance and management; OR
- An Associate’s degree or higher in Computer Science, Information Technology, or GIS, natural sciences, or a related field that demonstrates experience in geospatial data use, sharing, and governance, OR completion of a two (2) year accredited vocational training program in information technology or related field; AND 5 years of information systems experience in: geospatial data governance and management; OR
- A Bachelor’s degree in Computer Science, Information Technology, or GIS, natural sciences, or a related field that demonstrates experience in geospatial data use, sharing, and governance AND three (3) years of information systems experience in: geospatial data governance and management; OR
- Master’s degree in Computer Science, Information Technology, or GIS, natural sciences, or a related field that demonstrates experience in geospatial data use, sharing, and governance AND one (1) year of information systems experience in: geospatial data governance and management.
Responsibilities
- Build and strengthen Oregon’s governance, management, and sharing of geospatial data.
- Develop methods to build cross-collaborative initiatives between geospatial data and information programs and the State’s broader data governance efforts.
- Contribute to the State’s Data Strategy and advance the goals of the Oregon’s State Chief Information Officer (OSCIO) with regards to geographic information systems and geospatial data.
Preferred Qualifications
- Progressive experience in data management, data governance, and relationship building
- Demonstrated strategic leadership in developing and implementing large scale geospatial data strategies, policies, and standards that align with enterprise data governance objectives.
- Extensive experience in relationship building and collaboration in support of data governance and data management and be capable of coordinating and leading multi-disciplinary groups of interest (e.g.: state agencies, local governments, tribal nations, the private sector, and academia.)
- Demonstrated experience presenting complex geospatial concepts and policy recommendations to executive leadership, legislative bodies, and diverse groups, convening and guiding geospatial councils or advisory bodies and be well-versed in modern geospatial data, technology and related industry trends.
- A working knowledge of national geospatial policies and frameworks, including NSDI, FGDC, ASPRS standards, and the OGC are essential.
- Demonstrated experience managing multidisciplinary teams, overseeing complex budgets, securing and managing grants, and developing sustainable interagency funding models.
- Extensive hands-on experience working with geospatial data in a related industry. For example, engineering, surveying, mapping, GIS, photogrammetry or related disciplines.
