Requirements

  • The ability to secure and maintain a U.S. DOE Q-level security clearance, which requires U.S. citizenship.
  • Juris Doctorate from a law school accredited by the American Bar Association, status as an active member in good standing of a state bar (any U.S. jurisdiction), and at least 7 years of legal experience.
  • Advanced knowledge of laws and regulations applicable to various types of federal contracts, employment, and labor law; environmental law; intellectual property and technology transfer; and litigation management and strategy.
  • Expert verbal and written communication and interpersonal skills necessary to effectively explain, present, negotiate, advise, and influence all levels of management and stakeholders.

Responsibilities

  • Advise management and provide strategic advice on a broad range of legal matters.
  • Partner with the senior management team to establish strategic priorities, implement policies, and provide oversight and management for the laboratory.
  • Provide legal support to the Board of Managers as appropriate.
  • Perform company Secretary duties.
  • Provide legal representation of the Company in its relationship with the Department of Energy.
  • Manage litigation.
  • Manage all other legal matters such as employment, environmental, regulatory, and business law.
  • Manage legal office.
  • Identify, retain, and manage outside counsel to assist in litigation and provide specialized legal advice.
  • Support and consult on complex commercial contract matters, including government contracts, and collaborate with relevant stakeholders to ensure that the company complies with the terms of its contract with the Department of Energy and other legal and regulatory requirements.
  • Draft, review, and administer contracts and inter-agency agreements, including responding to contract disputes.
  • Participate in developing and drafting policies and procedures, implementing legal and regulatory requirements, and developing and implementing programs to ensure compliance.
  • Advise on and support the objectives of equal opportunity, environment, safety, and health programs.
  • Work cooperatively with company member counsel, including keeping designated member counsel apprised of significant legal matters.
  • Perform other duties as assigned.

Preferred Qualifications

  • Experience providing oversight of retained counsel.
  • Experience working with government agencies and commitment to establishing a close working relationship with federal counterparts.
  • Prior experience supporting a Department of Energy contractor.
  • Experience working with federal government contracts.
  • Experience working with a company Board.
