Requirements

  • Minimum of a bachelor’s degree in public, social service, business administration, or related field
  • At least seven years of progressive leadership experience managing complex programs or initiatives
  • Strong knowledge of workforce development programs, labor market trends, and employment policies
  • Experience in people and program management, budgeting, program tracking, and stakeholder engagement
  • Familiarity with Microsoft Office Suite (e.g., Word, Power Point, and Excel)
  • Ability to work and analyze a large amount of data
  • Must possess a valid Driver’s License

Responsibilities

  • Leads the Work Opportunity Resource Center (WORC) and is accountable for all workforce goals and targets
  • Provides overall coordination for the activities related to the workforce programs and S3 support services
  • Provides leadership and direction to all external workforce contractors and partner organizations regarding program operations and impact
  • Builds and maintains partnerships with contractors, training providers, employers, and community organizations
  • Monitors labor market trends, using internal and external data and adjusts strategies accordingly
  • Manages direct and management level staff and provides appropriate level of supervision relative to staff on the team
  • Conducts performance reviews for staff under their direction and provides meaningful ongoing engagement with staff for professional growth
  • Collaborates with colleagues to create and implement a work plan to achieve strategic goals and objectives
  • Assists the Chief and others within Resident Services in identifying issues, new areas of programming, and troubleshooting issues that arise
  • Coordinates with Department of Procurement and Contracts on all solicitations requiring Resident Owned Business and S3 hiring/sub-contracting
  • Responsible for S3 hiring and business database as well as establishing a Resident Owned Business marketplace directory
  • Monitors performance of contractual or other partners through review of invoicing and other reporting activities
  • Stays abreast of current issues, grant, and funding opportunities
  • Regularly identifies program issues and opportunities; makes recommendations and implements procedural and program changes accordingly
  • Collaborates with other directors and departments and responds professionally to internal and external requests
  • Manages multiple projects simultaneously
  • Responds to change in a positive manner
  • May be asked to handle tasks outside of job description to meet broader goals of CHA and Resident Services
  • This position requires working hours outside of CHA’s established hours of 8 AM-5 PM Monday-Friday
  • This position may be eligible for telework per CHA policy following successful probationary period

Preferred Qualifications

  • Master’s degree preferred in business administration, social work, psychology, or related field
  • Knowledge of housing subsidy programs is a plus
