Requirements

  • Bachelor’s Degree or 10+ years experience in fast-paced public policy environments at the state level, with at least 4+ years experience managing a function critical to business growth.
  • 5+ years experience in healthcare policy.
  • 5+ years combined experience as state legislative staff on a committee with jurisdiction over health policy, an applicable executive agency or entity with jurisdiction over health policy (insurance or health dept. or Governor’s office) or as a lobbyist engaged with such entities.
  • 5+ years experience providing strategic counsel to senior policy executives and C-Suite members.

Responsibilities

  • Develop an understanding of priorities and legislative trends to inform Oscar’s policy agenda at the state level
  • Work with state legislatures and executive officials on Oscar’s state policy strategy.
  • Establish Oscar as a credible, trusted expert with state legislators, executive officials, state trade associations and other relevant partners on state public policy issues
  • With support staff, track all state policy proposals of significance to Oscar and ensure Oscar’s teams are informed of developments; Elicit policy feedback from business teams and deliver feedback to influence decision making.
  • Author in-depth analysis, comment letters and talking points on proposed legislation and regulations.
  • Be Oscar’s lead representative in state industry trade groups; Partner with industry associations, advocacy groups, and other stakeholders to build coalitions and alliances that amplify Oscar’s advocacy efforts.
  • Work and collaboratively within the Public Policy and Communications teams and with internal partners to create state policy positioning and advocacy materials.
  • Utilize an operational mindset, manage internal and external processes and stakeholders.
  • Manage third-party consultants, driving weekly agendas and tracking progress towards policy strategy.
  • Support Senior Director in Governor’s Associations, NAIC, and NCOIL work.
  • Manage team of state legislative analysts.
  • Compliance with all applicable laws and regulations
  • Other duties as assigned

Preferred Qualifications

  • Master’s or legal degree.
  • Government service related to healthcare and/or health insurance.
  • Experience working with health insurance trade associations.
  • Existing relationships with important state legislators and executive officials.
  • Knowledge of the healthcare industry.
