Requirements

  • Fuel/Transport related qualification
  • In excess of 10 years’ work experience within the Fuels industry
  • Experience of operating and managing operations in an emergency management situation such as Hurricane relief, Tornado Relief
  • Experience of managing personnel in an austere environment
  • People management experience across a multi-site operation
  • Working in a high pressure and fast paced environment
  • Experience of leading teams
  • Fuel operations management experience
  • Experience of working on Government contract or with Governmental Agencies preferably in the Emergency Management space
  • People management experience across a multi-site refueling operation is essential

Responsibilities

  • Optimize WFS strategy for physically deploying and operating vehicles & personnel in support of government and commercial Emergency Service Response, including in the state of Florida
  • Responsible for the deployed element of any Emergency Services contract including personnel, assets & inventory
  • Implementation of QHSE standards and processes on these deployments
  • Account for and report vehicle and personnel to client stakeholders and WFS departments to ensure timely and accurate billing is performed
  • Operate and maintain an asset tracking capability for all deployed assets which should include real time location reporting
  • Responsible for the ‘gating’ process to deploy additional staff and assets onto contracts this is to include but not limited to Induction, training, documentation, reporting and subsequent further deployment
  • Responsible for managing Risk during the deployed operation with particular emphasis on the fluid nature of operations in an austere environment
  • Responsible for ensuring all deploying staff whether WFS, 3rd Party or contracted are trained and equipped to ensure the safe and efficient delivery of operations; specific attention should be made towards succession planning and business continuity capability
  • Support growth of the Company’s Emergency Services offering while maintaining/planning existing contracts
  • Manage the maintenance of WFS operated vehicles whilst bot deployed or pre deployment which should include having a network of maintenance providers
  • Ensure timely and accurate reporting as required under contract and by WFS
  • Be accountable for planning and organizing the operation in the safest, most cost effective manner and in compliance with all applicable laws
  • Oversee day-to-day routine aspects of fuel stock management on deployed assets
  • Ensure all materials and services are requisitioned in line with approved Delegations of Authority
  • To ensure that Product Quality Standards are maintained at all times
  • Represent WFS interests on awarded contracts and liaise with external organizations as well as with internal contacts within WFS to ensure that all aspects of deployed operations are properly managed and integrated
  • Review the performance of WFS, 3rd Party & contracted staff at regular intervals
  • Provide the customer service levels as defined in the commercial agreements
  • Liaise with key client stakeholders, including government emergency operations centers
  • Deputize for the FDEM Operations Manager when required
  • When not involved on EMS taskings support Government Solution activity as directed

Preferred Qualifications

  • Bachelor’s Degree
  • Understanding of Risk Assessments & Risk Management
  • Formal QHSE qualification is highly desirable
  • Working knowledge of Fuel Management Systems
  • Commercial/Business Development experience
  • Transportation Management Experience
