Requirements

  • 3+ years experience in cost estimating and analysis including at least 3 years in a DoD environment
  • Bachelor’s degree in a related field
  • Must demonstrate competence in the rigorous methods of scientific inquiry and analysis
  • Professional knowledge of, and skill in applying a wide range of theories, concepts, and methods of analytical, mathematical, or statistical principles and practices to military weapons programs
  • Familiar with the use of routine cost estimating methods such as analogy, engineering or scientific methodology, and extrapolation
  • Knowledge of cost estimating outputs to assess the impact various factors have on the costs to design, research, develop, operate, maintain, and dispose of a particular weapon system
  • Understanding of the most appropriate phase of the budgetary cycle (planning, programming, justification, execution, etc.) for initiating new programs
  • Able to analyze all elements affecting costs for a project of limited scope
  • Able to use the Automated Cost Estimating Integrated Tools (ACEIT) Suite to perform all program office estimates and analyzes is mandatory use for working in the C3I&N Directorate (AFLCMC/HN) for all cost analysis positions
  • Experience with analytical processes, such as setting up the problem, conducting background research, collecting, and reducing data, displaying data for analysis, formulating mathematical expressions, and drawing conclusions
  • Comfortable interacting with all levels of an organization and presenting or briefing government stakeholders and program management
  • Must be a US citizen and hold a current Top Secret clearance with SCI Access (TS/SCI)

Responsibilities

  • Manage, oversee/lead, or perform scientific work that involves designing, developing, and adapting mathematical, statistical, econometric, and other scientific methods and techniques
  • Analyze management problems and providing advice and insight about the probable effects of alternative solutions to these problems
  • Analyze contractor financial data using EVM measures of merit to determine program viability with respect to cost, schedule, and performance
