Requirements
- Bachelor’s degree in Urban Planning, Finance, Data Science, or related field preferred.
- 10+ years of related work experience
- Minimum 5 years’ management experience
- Minimum 5 years’ experience in capital planning and budget formulation experience for federal or commercial facilities
- extensive Excel skills for reviewing and managing large amounts of data; and knowledgeable about writing scripts and developing pivot tables
- at least 1 year professional experience in programming/script writing
- Must be knowledgeable of Federal Budgeting Process
- Proficiency in utilizing PC and various software packages typically used in facility asset management, cost estimating, and budget planning is required
- Good written and oral communication skills as well as research and analytical skills
- Thorough understanding of local as well as Federal statutes and environmental rules and regulations
- Proven ability for performing in a lead capacity on a project
- Must be able to obtain/maintain federal agency site and system accesses.
Responsibilities
- Plans, schedules, conducts, and/or coordinates detailed phases of planning work in a number of very large and important projects.
- Forecasts budgets and formulates out-year budgets.
- Gathers, compiles, and analyzes data on economic, social, and physical factors affecting land use.
- Analyzes facility data through multiple sources and interprets data needed for facility asset planning
- Develops solutions to strategically allocate federal capital resources to support the Capital Investment Plan.
- Provides cost/benefit studies, financial analysis, and other analyses that support capital planning.
- Drafts and modifies Capital Investment plan.
- Represents the Company at conferences, seminars, meetings, etc.
- Performs other responsibilities associated with this position as may be appropriate.
- Prepares briefings, papers, studies, and other communications as required.
- Apply Asset Management principles.
Preferred Qualifications
- Bachelor’s degree in Urban Planning, Finance, Data Science, or related field preferred.
