Requirements

  • Possession of a Certified Public Accountant or Certified Government Financial Manager certificate;
  • A bachelor’s degree in accounting;
  • Successful completion of the State of Oregon Accounting Career Mobility Program or equivalent accounting certificate program from an accredited college or university;
  • 32 quarter (21 semester) credit hours in Accounting from an accredited institution AND two years of technical, para-professional accounting experience to include: a) classifying, analyzing, and reconciling financial data and records; b) designing, recommending, and installing modifications of accounting methods, procedures, forms, and records; c) preparing financial statements and reports; d) analyzing and interpreting laws, regulations, codes, and ordinances to ensure the legality of financial transactions; and e) analyzing, interpreting, and making recommendations related to accounting transactions, accounts and account relationships resulting in accounting entries.

Responsibilities

  • Perform key accounting and financial functions focused on accounts payable, compliance, and internal controls.
  • Prepare and process invoices within SFMA and Cobblestone, ensuring fiscal accuracy, proper authorization, and timely payments in alignment with state statutes and internal performance goals.
  • Audit county special election reimbursements, manage R*STARS vouchers, reconcile SPOTS payments and expenditures, and validate system-entered refunds.
  • Collaborate with the accounting team to develop and implement internal control policies and procedures that align with GAAP, state and federal laws, and administrative regulations.
  • Assist management in interpreting statutes and accounting standards and maintain agency signature authority forms related to expenditures and procurement, routing them for approval as needed.

Preferred Qualifications

  • Familiarity with accounting principles and agency accounting systems.
  • Computer experience and knowledge of Excel, Word, and OBIEE.
  • Experience with the state budget process and complex accounting systems like SFMA/R*Stars.
  • Skill applying the Generally Accepted Accounting Principles to a computer-based financial application.
