Requirements

  • Four-Year College Degree
  • Completion of college-level courses in public or business administration or statistics
  • Considerable to extensive experience in program evaluation, program analysis or policy development work
  • Knowledge of the principles and practices of public administration
  • Knowledge of the principles, concepts, methods and techniques of program analysis
  • Understanding of personal-computer-based and mini-computer-based database management information systems
  • Analytical ability and skill in establishing mutually productive working relationships with program officials
  • Ability to supervise the work of technically-trained and administrative and clerical personnel
  • Ability to communicate clearly and effectively, both verbally and in writing

Responsibilities

  • Plan and perform analytical and evaluative assessments of departmental operations, providing recommendations for ensuring compliance with established policies and procedures
  • Participate in implementation and refinement of department-wide performance evaluation and operation assessment frameworks
  • Provide senior leadership with actionable insights and recommendations for performance improvement, derived from both qualitative and quantitative data analysis on program and operation outcomes and audit findings
  • Develop and propose recommendations for revisions to operation policies, procedures, content, methods and management processes, including drafting new or revised policies and procedures
  • Design and implement coordinated reporting systems and dashboards for departmental programs and operations
  • Serve as a central point of contact for audit planning, response coordination, and follow-up
  • Work with relevant leads to collect necessary audit documentation, ensure its accuracy before submission, and monitor the implementation of audit response actions
  • Serves as liaison to coordinate and implement new initiatives and projects to strengthen, integrate, and optimize departmental processes and workflows including hiring, facility maintenance, etc.
  • Prepares project proposals (including project plans, charters and budget requests) for the introduction of new initiatives and implementation of new systems, or upgrades to existing systems
  • Initiates contracts, oversee ongoing interactions with contractors and vendors, ensuring compliance with contractual terms and conditions
  • Performs related work as required

Preferred Qualifications

  • Master’s degree in public administration, business administration or statistics
  • Extensive experience in program evaluation, program reporting, dashboard development, managing projects
