Requirements

  • Completion of a university degree in Human Resources, Adult Learning, Organizational Development, Leadership, or a related field—or an equivalent combination of education and experience.
  • Extensive experience designing and implementing enterprise learning and leadership development programs in large, complex organizations.
  • Proven track record of strategic thinking, systems-level planning, and translating organizational goals into impactful development programs.
  • Demonstrated ability to craft and deliver high-impact presentations and executive communications, including complex briefings and strategic frameworks.
  • Exceptional ability to innovate and lead change in dynamic, ambiguous, and fast-paced environments.
  • Demonstrated political acuity and ability to navigate and influence in complex stakeholder environments.
  • Demonstrated success in leading leadership development initiatives across levels of leadership, including identification of leadership needs, development of learning journeys, and assessment of impact.
  • Strong understanding of leadership theory, contemporary development models (e.g., 70-20-10), and how to tailor leadership learning for different audiences (e.g., emerging leaders, people leaders, senior leaders).
  • Proven ability to manage large-scale learning projects from concept through delivery, applying project management and change management principles.
  • Expertise in adult learning theory, instructional design, digital learning design, and learning evaluation and measurement.
  • Familiarity with learning management systems (LMS), digital learning platforms, and tools that enable hybrid and remote learning delivery.
  • Exceptional interpersonal and communication skills, with the ability to engage and influence senior leaders and facilitate cross-functional collaboration.
  • Ability to thrive in fast-paced, evolving environments with a high degree of ambiguity.
  • Recognized for fostering inclusive, psychologically safe learning environments and a passion for growing leadership capability at all levels of the organization.

Responsibilities

  • Lead the design and implementation of enterprise-wide learning and leadership talent strategies that support employee development, leadership growth, career advancement, and retention.
  • Develop and execute practical, forward-thinking leadership development programs tailored to the unique needs of leaders at all levels—strengthening their ability to lead in an operationally complex, fast-paced, and highly visible public-sector environment.
  • Work closely with senior leaders and HR partners to identify leadership capability gaps and align leadership programs to Metrolinx’s future talent and transformation needs.
  • Oversee the development and delivery of a range of learning and development programs—ensuring learning solutions support both individual performance and broader organizational effectiveness.
  • Provide strategic oversight and project management of learning and leadership talent initiatives, including planning, implementation, stakeholder engagement, change management, and evaluation.
  • Leverage adult learning principles and evidence-based practices to build innovative, engaging, and scalable learning experiences, with an emphasis on leadership mindset, behavior, and skill development.
  • Champion the use of learning technologies and platforms, working closely with internal partners to support the ongoing optimization of learning systems and infrastructure.
  • Build strong partnerships across HR (e.g., Business Partners, Inclusion & Engagement, Total Rewards, HR Technology, etc.) to ensure integration, alignment, and delivery of leadership and learning priorities.
  • Develop and deliver compelling executive-level communications and presentations that generate buy-in, inform decision-making, and inspire a learning culture.
  • Lead relationships with external vendors and partners to source, co-develop, and evaluate learning and leadership development programs.
  • Promote a culture of continuous learning, curiosity, and inclusive leadership.

Preferred Qualifications

  • Master’s degree in Organizational Development, Adult Education, Human Resources, or related discipline.
  • Certifications such as CHRP/CHRL, CTDP, PROSCI (Change Management), or PMP (Project Management).
