Requirements

  • Ability to communicate effectively orally and in writing with internal and external customers.

  • Ability to read and interpret site plans, road construction plans, property plats, utility plans and sketches.
  • Considerable knowledge of highway construction methods, procedures and practices.
  • Knowledge of land use permitting processes and procedures.

Responsibilities

  • Communicate with special event coordinators: Review, approve and communicate lane and road closures, detours and special use activities. Provide information, technical guidance and interpretation of policies, procedures and regulations to citizens, elected officials, local government officials and others concerning subdivision street inspections. Respond to citizens, elected officials, local government official and others regarding inquiries and concerns about permit activities. Negotiate and provide solutions to address conflicts, field disputes and design issues.
  • Ensure compliance with all Construction Directives (CDs), environmental safety, EO, Materials, acceptance testing and quality directive. Ensure assigned project is compliant with VDOT, District, and regional environmental and safety goals. Ensure environmental discrepancies and safety violations are corrected. Monitor and assure compliance with all VOSHCP, OSHA, DPOR and VDOT safety policies and regulations.
  • May act on behalf of the Permit Manager in land use permit and street acceptance issues. Review related program policies and procedures and provide advice and make recommendations to the Permit Manager.
  • Provide engineering technology solutions to complex or unusual cases and projects.
  • Determine and demonstrate proper work site protection techniques. Ensure workplace safety by identifying workplace hazards and making suggestions for improvement. Wear proper personal protection equipment. Maintain current knowledge of safety rules, regulations, laws and procedures (OSHA, VOSHA, etc.). Ensure equipment is used properly and safely. Apply MUTCD for detours, lane closures, work zones, etc. Maintain clean, orderly, and safe work environment. Follow VDOT safety regulations and practices.
  • Issue and process permit applications for work within VDOT right of way. Inspect permit work ensuring conformity to plans, special provisions and requirements of land use permit manual. Meet with applicants in the field, review project work zones and determine bond estimates. Provide technical expertise regarding on-site evaluation of sight distance, stopping sight distance, geometry, drainage pipe requirements, locations and size, percent of grade, sub-grade stabilization and surface. Review site plans, utility plans and county road construction plans for plan constructability, conflict avoidance and compliance with department standards and land use policies.
  • Research information and update records or databases on for activities in assigned program area. Collect and verify project data, maintain files and recommend updates when discrepancies are found.
  • Check plats for administrative approval by county planning. Conduct on-site field review with owner or owner’s agent(s).
  • Perform special studies and assignments to support initiatives and decision making for assigned engineering program area. Prepare project related correspondence.
  • Review and inspect new subdivision streets, perform final inspection and handle assemblies for acceptance of streets into state system and submit completed package to Central Office. Plan and coordinate phase inspections during construction and post installation inspection. Provide information, technical guidance and interpretation of policies, procedures and regulations related to additions. Review, approve and process abandonments and discontinuances.
  • Serve as a technical resource and consultant to inspectors, contractors and agency management. Instruct and guide field staff to assure work conforms to Agency, OSHA, VOSH and contract safety policies, plans, specifications and contract documents.
  • Ensure work assignments are performed to achieve on schedule completion of activities on projects. Manage multiple projects and adjusts priorities as needed.
  • Assist in developing and performing employee training for assigned program areas. Assist in mentoring field staff and work with team members to monitor training programs.
  • Represent VDOT with outside contacts, which include handling and resolving concerns of contractors and the public.

Preferred Qualifications

  • A combination of training, experience, or education Civil Engineering or related field desired.
  • Experience in highway construction and roadway maintenance.
  • Experience in land use permit processes and procedures.
  • Experience using MUTCD, VA Work Area Protection, Road Design, and Land Use Manuals, VDOT Road and Bridge Standards and Specifications, and Access Management Regulations.
  • Possess certifications in – Soils and Aggregate, Asphalt Concrete, Hydraulic Cement Concrete, Pavement Markings, Nuclear Safety and Erosion and Sediment control.
