Requirements

  • Five years of progressively responsible experience that included the preparation, analysis, and administration of a budget or fiscal system.
  • OR Five years of professional-level experience in accounting, fiscal auditing, management or program analysis. Experience must have included modeling, forecasting and analyzing fiscal information.
  • Successful completion of the Department of Administrative Services Budget and Management Public Administrative Trainee Program.
  • A bachelor’s degree in business, Public or Non-Profit Management, Finance, Accounting or a related degree (such as Public Policy, Political Science, Public Administration, Economics or other analytical or technical degree) may substitute for three years of the required experience.
  • A graduate-level degree in any of the above areas may substitute for four of the five years.

Responsibilities

  • Plan, assist and provide financial analysis within the Aging and People with Disabilities (APD), Agency with Choice (AwC) program.
  • Perform coordination, development, and implementation of funding allocations and development of rates for AwC providers in accordance with CMS methodologies.
  • Assist with the development of the ODHS administrative rules as related to fiscal data and information for the AwC program.
  • Ensure AwC services are supported by sufficient financial analysis of contracts and perform functions to assist in budgeting, forecasting, and fiscal oversight.
  • Provide data; develop reports in support of agency functions for APD units and executive team, top agency, legislative, executive and other governmental and non-governmental officials as required.
  • Identify and document current and pending fiscal problems and recommend corrective action.
  • Assist with and present the agency position in assignments based upon a thorough knowledge of priorities, needs and deadlines and make decisions regarding fiscal issues.
  • Assess and prioritize projects, timelines, and issues final work product.
  • Analyze Agency with Choice (AwC) service utilization and expenditure data, and program budget.
  • Collaborate with auditors and accountants to develop and maintain internal controls for compliance with State and internal audit standards.
  • Evaluate fiscal systems and maintain procedures relating to expenditure and revenue practices.
  • Coordinate with Oregon Health Authority and others to manage AwC budget planning and execution process.
  • Contribute to a cross-functional work team by collaborating with others to solve problems.
  • Advise managers on fiscal planning, analysis and system development. Guide managers in evaluating resource needs. Assist managers in setting and prioritizing service level goals and operational objectives.
  • Review fiscal impact statements for legislative concepts and proposed legislation; identify needed changes and develop recommendations. Testify on fiscal aspects of proposed legislation.
  • Achieve compliance with administrative rules through modifying budget and fiscal operations.
  • Communicate status of AwC project and understanding of program business plans and APD financial status with executive leadership.
  • Use computer software to model resource scenarios.

Preferred Qualifications

  • Experience using accounting, budgeting, and data warehouse tools such as ORBITS (Oregon Budget Information Tracking System), ORPICS (Oregon Position Information Control System), SFMA (Statewide Financial Management Application), MS Access, MS Excel, Power BI, and OBIEE to compile, track, analyze, and forecast financial information.
  • Excellent verbal and written communication skills and customer service skills; ability to use tact, diplomacy, and good judgment to communicate clearly and effectively with employees at all levels, sometimes in stressful situations, and often to ensure compliance with laws, rules, and regulations.
  • Ability to use critical thinking and analytical skills to form independent judgment, initiative, and decision-making; ability to work independently as well as in a team environment.
  • Ability to prioritize workload to meet changing priorities, complicated assignments, and tight deadlines.
