Requirements

  • Must have an Active Secret US Government Clearance. Note: US Citizenship is required to maintain a Secret Clearance.
  • Bachelor’s level degree in any technical or managerial discipline.
  • 15 years experience in program/project management

Responsibilities

  • Directs and provides leadership to contractor and sub-contractor teams working with local, State, or Federal government programs in accordance with existing procedures, applicable laws, and government requirements.
  • Oversees desk teams, field subject matter experts, specialists, and engineers in the execution of duties that may include preparing proposals, writing contract terms and conditions, engineering services, site surveys, installation drawings, ordering and delivery of products, configuration of data management, training, logistics support, preparing and disseminating information regarding contract status, and reviewing contractual obligations.
  • Implements government programs through a risk and oversight approach for all phases of program activities; identifies risks and problems, proposes solutions, and provides timely and accurate contract deliverables.
  • Develops and interprets policies in specific program areas, and provides leadership, coordination, and authoritative advice to top officials in the development of cooperative relationships, resulting in the formulation and execution of progressive and comprehensive programs that meet local, State, and Federal goals and objectives.
  • Directs, administers, and evaluates programs, policies, and procedures in the required program areas.
  • Leads a group of employees in carrying out a government program, administering and carrying out program requirements and activities, and assures compliance program activities with laws and regulations.
  • Ensures the effective management of the assigned program areas.

Preferred Qualifications

  • 15 or more years of experience in the overall planning, direction and execution of major ship/submarine maintenance programs, systems development efforts, and research or technology initiatives.
  • Knowledge of Program Management, including the acquisition process, budgeting process, and financial tracking (Earned Value Management (EVM) and other metrics), funding execution, and the contracting process.
