Requirements

  • Bachelor’s degree in environmental science, occupational health and safety, or related technical discipline with 3 years’ directly related experience, or 5+ years’ equivalent work experience and industry certifications.
  • Working knowledge of federal and state regulations affecting terminal, pipeline, and commercial trucking operations.
  • Working knowledge of OSHA, EPA, and/or PHMSA regulations as they pertain to the oil and gas midstream industry and commercial trucking.
  • Detail and task-oriented with the ability to work independently as well as collaboratively with team members.
  • Excellent written, verbal, and interpersonal communication skills.
  • Proficient in the use of Microsoft Office applications (Outlook, Word, Excel, PowerPoint, SharePoint).
  • Able to apply for and obtain a Transportation Workers Identification Credential (TWIC).
  • Legally authorized to work in the United States.
  • Available to travel and complete site visits (up to 75%).
  • Cleared criminal history (background) check and satisfactory reference checks.
  • Compliance with the company’s Medical Surveillance and Drug & Alcohol Programs as required under OSHA 29 CFR 1910.120 and PHMSA 49 CFR Part 199, including pre-employment testing.
  • Valid state driver’s license and driving record satisfactory to the company and its insurers.

Responsibilities

  • Ensure compliance with local, state, and federal environmental regulatory requirements and assist with continuous improvement of environmental programs.
  • Maintain site-specific emergency response plans.
  • Maintain and execute Tier II procedures and reporting.
  • Ensure compliance with remediation activities.
  • Assist Operations with external inspections and audits.
  • Execute incident management activities.
  • Participate in safety programs such as Management of Change (MoC), Industrial Hygiene (IH) Monitoring, HSE Training, and Plains Driver Safety.
  • Coach and mentor operations employees on Plains’ safety policies, programs, and procedures.
  • Conduct and report on field safety evaluations (e.g., work permit reviews, program reviews, safety, and environmental inspections).
  • Provide contractor safety oversight via safety assessments and onsite visits.
  • Maintain accurate electronic records to support compliance requirements.
  • Liaise with regulatory agencies and industry groups and stay up to date on regulatory changes.
