Requirements

  • 5-7 years of relevant professional experience in the military, disaster response, emergency management or first responder fields
  • Bachelor’s degree in Emergency Management, Public Administration or related field preferred
  • Proven record of personnel management experience such as recruiting, managing, training, and developing employees and volunteers
  • Proficient with technology tools and in remote working for communicating and coordinating with a large network of TR staff members, Greyshirts (volunteers), and external stakeholders
  • Successful past performance in leading volunteers is highly desired

Responsibilities

  • Manage the assigned budget, ensuring appropriate resource allocation and financial goal achievement
  • Provide leadership and team management by supervising, mentoring and developing assigned staff by setting clear goals and expectations, providing constructive feedback, and fostering a positive and collaborative work environment
  • Evaluate individual staff and team performance and make decisions to improve staff performance, productivity, and efficiency
  • Execute purchasing and expenses per the Branch budget plan
  • Assist with planning and budgeting in line with operational tempo and oversee procurement and distribution of supplies and equipment
  • Support personnel recruitment, deployment, and well-being in all aspects of the disaster cycle, managing schedules and work rotations
  • Assist in developing QCPC team goals, provide specific feedback, and solicit regular input
  • Support Volunteer Management in resolving personnel conflicts
  • Participate in Participation Status Committees as needed
  • Lead the leadership lifecycle program, including recruiting, onboarding, and developing Greyshirt volunteer leaders
  • Support department needs during surges to address operational gaps
  • Build and maintain relationships with donors, partners, and volunteers
  • Lead capacity-building efforts, local relationship growth, disaster operations, and cross-functional collaboration
  • Collaborate across the department as needed to meet goals and objectives
  • Organize and participate in training and simulations for disaster response teams
  • Coordinate/manage disaster response operations, including resource and personnel deployment
  • Coordinate with volunteer organizations and partners to maximize resources
  • Function as an Agency Executive
  • As needed, provide EOC support and disaster response coordination across relevant agencies

Preferred Qualifications

  • Bachelor’s degree in Emergency Management, Public Administration or related field preferred
  • Successful past performance in leading volunteers is highly desired
