Requirements
- Bachelor’s degree in engineering, science, commerce, or related discipline.
- Minimum 8 years of experience in a regulatory capacity.
- Working understanding of the Canadian Energy Regulator, Alberta Energy Regulator, and federal Ministry of Energy and Resources.
- Working understanding of the regulatory bodies in the United States considered an asset.
- Highly developed interpersonal, written, and verbal communication skills.
- Excellent computer skills, including Microsoft Office applications (Word, Excel, Outlook, PowerPoint, Teams, Power BI, Dynamics 365) and industry applications.
- Self-starter who can quickly grasp engineering design, operational, and integrity concepts and communicate them to internal and external stakeholders.
- Solid judgment when dealing with sensitive issues.
- Able to travel to field locations and internationally.
- Valid driver’s license with a clean abstract.
- Cleared criminal history (background) and satisfactory reference checks.
Responsibilities
- Prepare and submit complex regulatory applications and filings for pipelines and facilities.
- Manage application logistics to secure full regulatory approvals as scheduled, while ensuring a high degree of accuracy and completeness.
- Develop and maintain a regulatory strategy to ensure all required regulatory permits, approvals and licenses are valid and correct.
- Conduct approval / license reviews and, if necessary, prepare amendments for corrections to accurately reflect present operations.
- Conduct regulatory due diligence for acquisitions and provide regulatory oversight on divestitures.
- Participate in the preparation of regulatory application hearings, as required.
- Develop and foster working relationships with all internal stakeholders and field staff.
- Support Plains’ field staff by providing regulatory guidance as it applies to daily activities and projects.
- Support incident response and monitoring of an incident notification system for non-compliance events.
- Support management system elements and area management teams with regulatory requirements as needed.
- Prepare governance documents as necessary and as required.
- Execute maintenance and communication of operational licenses, permits, orders, and approvals and associated conditions and obligations.
- Maintain the Regulatory Information Management System with regulatory project status, requirements, conditions, and reports.
- Research proposed new and amending legislation, identify impacts to the organization and maintain tracking system to verify internal and external consultation with stakeholders is complete.
