FMS Program Management Analyst – Senior

Requirements

• 10+ years of experience in engineering or science management, operations research analysis, or financial or cost analysis
• Experience in U.S. Navy programs or operations
• Experience with MS Office, including PowerPoint, Outlook, Teams, Word, and Excel
• Experience working with foreign stakeholders
• Ability to be detail-oriented, flexible, proactive, and adaptable to changing client priorities, and manage and prioritize workload with minimal supervision
• Ability to collaborate across multiple client organizations, partner nation organizations, and cross functional teams
• Ability to author briefings and formulate responses to data calls
• Ability to speak, read, and write in an East Asian language
• Secret clearance
• Bachelor’s degree in a Business field

Responsibilities

• Provide program and project management expertise in supporting projects for Foreign Military Sales (FMS) and Security Cooperation Research
• Work with program leadership to manage cost, schedule, and performance
• Analyze budgets and tracking information using Microsoft Excel
• Manage schedules using Microsoft Project
• Develop contractual and other technical documents using Microsoft Word
• Develop presentations using Microsoft PowerPoint
• Ensure the program achieves its goals and meets quality standards

Preferred Qualifications

• Experience with tracking FMS cases through the development and execution process
• Knowledge of Defense Security Assistance Management System (DSAMS), Management Information System, International Logistics (MISIL), Security Cooperation Information Portal (SCIP), Information Warehouse (IW), or Navy Enterprise Resource Planning (ERP) system
• Experience with process improvement or strategic planning
• Experience with MS Project, MS Visio, Power BI, or Power Apps
• Knowledge of financial analysis or cost analysis
• Possession of strong verbal and written communications skills
