Requirements

Bachelor’s Degree with a minimum of 8 years of relevant experience in supply chain, business management or related field, or a Master’s Degree with at least 6 years of relevant experience in supply chain, business management or related field
Experience with Subcontracts & General Procurement Solicitations
Experience working competitive and non-competitive US-government procurements/subcontracts and solicitations
Experience with SAP or related business application software
Experience with FAR (Federal Acquisition Regulations) and DFARS
Extensive compliance background
Experience with managing international solicitations
Experience with developing Labor Basis of Estimates (BOEs)
Experience working with Bills of Materials
Experience working in an Integrated Product Team (IPT) environment
Experience with working with excel and performing data analytics

Responsibilities

Support all phases of proposal activity including but not limited to generating RFP/RFQ
Work with cross functional GSC teams to develop sourcing strategy
Lead proposal status meetings to ensure GSC is aligned to program objectives and proposal timelines
Work closely with the material estimating and pricing teams to support accurate supplier information is loaded into SAP ERP2 system
Ability to create compliant basis of estimate (BOE) creation
Lead proposal activities through the proposal lifecycle. To include quoting, reporting, validating and entering supplier quotes SAP ERP2
Ensure/Own contractual management for the supplier
Responsible for source selection from contract proposal to execution phases
Coordinate and collaborate with key stakeholders such as contracts, engineering, quality, supplier development, planning, operations, program and end-users
Develop subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services
In conjunction with quality organization, evaluate and monitor supplier quality and reliability, as well as supplier ability to support required delivery schedules. Identifies strategies and opportunities to reduce cost, improve efficiency and manage risk through strategic and targeted negotiations
Manage performance of subcontracts, ensures compliance with all public law requirements as well as company (and business) policies and procedures including import/export regulations
Employ sound business practices and assesses supplier performance as part of follow-up activities. Ensures that appropriate documentation is provided to all functional stakeholders
Review and approves supplier payment as needed and able to trouble shoot invoice issues both internal and external
Utilize process tools such as Lean Six Sigma with suppliers to drive quality, efficiency and continuous improvement

Past experience performing successfully in a proposal support, buying, supply chain planning, or supply chain program management role
Experience with U.S. government and industry supply chain practices
Demonstrated experience with compliance and problem solving

Experience supporting PCARs and COPD data requirements
