Requirements

  • Minimum 6 years of relevant experience in program management, human capital strategy, or military/civilian workforce planning.
  • Bachelor’s in HR, Organizational Development, or related.
  • Active Public Trust Clearance.
  • Comprehensive understanding of Army, Navy, and Air Force military personnel and manpower programs and regulations.
  • Strong experience with workforce planning, performance management, and human capital management practices.
  • Proficiency in Microsoft Office Suite (Word, PowerPoint, Excel, Outlook), and SharePoint.
  • Excellent verbal and written communication skills.
  • Exceptional organizational, analytical, and problem-solving skills.
  • Self-motivated with high attention to detail and the ability to manage multiple priorities.

Responsibilities

  • Provide senior-level human capital management support to DHA’s IT workforce.
  • Support the management and development of military personnel in accordance with applicable Army, Navy, and Air Force regulations.
  • Assist in civilian personnel management, including onboarding, workforce assessments, and HR coordination.
  • Contribute to manpower planning and workforce optimization efforts.
  • Develop and maintain documentation, processes, and performance management tools related to workforce development.
  • Coordinate with internal and external stakeholders to ensure compliance with DoD personnel policies.
  • Prepare and present reports on manpower utilization, performance metrics, and staffing trends.

Preferred Qualifications

  • Experience supporting the Department of Defense (DoD), especially the Defense Health Agency (DHA).
  • Prior experience implementing workforce development and optimization initiatives within a federal environment.
