Requirements
- Bachelor’s degree in Emergency Management, Public Administration, Homeland Security or other related field
- Minimum of two years of experience in emergency management
- Completion of command level NIMS/ICS courses (IS-100; IS-200; IS-700; IS-701; IS-702; IS-704; IS-706; IS-800; G-300; & G-400) within one year of employment
- Completion of FEMA Professional Development Series (PDS) courses (IS-139; IS-230; IS-235; IS-240; IS-241; IS-242; and IS-244) within one year of employment
- Valid Texas Driver’s License
- Certified Emergency Manager (CEM) through the International Association of Emergency Managers (IAEM) within four years of employment
- Certified Texas Emergency Managers (TEM) through the Emergency Management Association of Texas (EMAT) within four years of employment
- Required to live within 30 minutes of the EOC facility with residence located in Potter or Randall Counties preferred
- Must be able to pass a Texas Criminal Information Center (TCIC)/National Criminal Information Center (NCIC) background check
- Must be able to obtain U.S. DOE security clearance
Responsibilities
- Serves as the coordinator for the identification and development of mitigation plans for hazardous materials located in or in transit through the jurisdiction
- Maintains the Hazard Mitigation Program and Hazard Vulnerability Assessment at the direction of the Deputy Director
- Plans, develops, and implements local emergency management and homeland security programs and technical assistance to program staff, governmental agencies, community organizations, or the general public
- Assists with the planning, coordination, development, and maintenance of comprehensive emergency management plans including the Amarillo/Potter/Randall Emergency Operations Plan
- Assists with managing and maintaining the Emergency Operations Center and Mobile Operations Center equipment, resources, and data systems, ensuring Emergency Operations Center (EOC)/MOC capability and readiness in an emergency activation
- Plans, organizes, and conducts emergency preparedness presentations for citizen and neighborhood groups, businesses, and other members of the public
- Serves as a member of the Amarillo/Potter/Randall of Emergency Management Duty Officer staff and on a rotational basis, assists in the coordination, activation, and response to potential and actual emergency incidents on a 24/7 basis
- Coordinates closely with the Amarillo Fire Department Hazardous Materials Response Team and Amarillo Police Department Explosive Ordnance Disposal Team, and other public safety partners
- Assists with preparing and operating the Emergency Operations Center during activation
- Assists with operating and maintaining equipment in the Emergency Operations Center and reporting deficiencies to appropriate authority for repair or replacement, as necessary
- Assists with direction of emergency management activities in the absence of supervisory personnel
- Assists in departmental administrative tasks as directed by the department management
- Responds to potential or actual emergency events either to the EOC or the field; serves as an OEM Duty Officer on a rotating schedule with other Emergency Management staff members, responding to emergency events as required 24 hours a day
- Performs other job-related duties as assigned
Preferred Qualifications
- Bilingual communication is preferred
- Experience with software, including website development software and/or HTML for the design and maintenance of the OEM/LEPC websites, social media, weather monitoring systems, VEOCI, CAMEO, plume-modeling software, and GIS/mapping software preferred
