Requirements
- Bachelor’s degree in a related field from an accredited four-year college or university or equivalent combination of education and experience
- Seven (7) years of progressively responsible experience in training or adult learning for a metropolitan, state, public sector, military, or large-scale organization, including two (2) years of supervisory experience
- Working knowledge of, or the ability to rapidly assimilate information related to TDEM, state and federal regulations, grant requirements, legislation, guidelines, policies, and procedures
- Knowledge of adult education principles, methods, practices, techniques, materials, and processes and of uses and operation of audio-visual tools associated with training
- Knowledge of state and federal regulations regarding emergency management activities
- Knowledge of management and supervisory methods and principles, leadership principles, performance and productivity standards, and fiscal/budget management
- Knowledge of Section 508 of the Rehabilitation Act for accessibility standards
- Proficient in management and supervisory methods and principles, performance and productivity standards, and fiscal/budget management
- Proficient in developing curriculum and educational publications for professional development
- Proficient with Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook) and learning management software
- Ability to perform statewide recruitment and outreach with system members, stakeholders, and local jurisdictions
- Ability to develop plans, policies, and procedures for efficient workflow and overall effectiveness
- Must exhibit integrity, provide clear direction to subordinates, promote teamwork, and motivate others to accomplish goals
- Ability to demonstrate poise, tact, and diplomacy and establish and maintain effective working/professional relationships with internal and external customers

Responsibilities
- Assists the Division Chief, Training and Section Chief, Academy in managing and overseeing activities of the agency’s Fort Worth Emergency Management Academy
- Creates and oversees curriculum development, program analysis, program compliance, and logistics
- Identifies training needs for the program, establishes goals and objectives, develops and approves training and education schedules, priorities, and standards for achieving goals, and manages evaluation activities
- Develops and implements techniques for evaluating business functions for the academy
- Develops and evaluates budget requests, monitors budget and grant expenditures, and adjust, as necessary
- Conducts policy research and the revision of plans, policies, procedures, and related documents required to maintain and ensure compliance
- Conducts gap analysis, identifies areas of needed change, and makes recommendations to improve business operations
- Represents the business function, division, or department at meetings, hearings, trials, conferences, and seminars or on boards, panels, and committees
- May manage programs focusing on continuous process improvement
- May manage staff development plans and activities for Academy staff
- Plans, assigns, supervises the work of others and conducts performance evaluations
- Serves as a hiring manager for the vacant position(s) within the assigned units and recommends finalist selection through a chain of command
- Ability to travel up to 25%
- Face-to-face and person-to-person interactions are required
- Maintains a regular course of attendance during authorized work schedule and works extended hours when needed
- Performs related work as assigned
Preferred Qualifications
- Bachelor’s degree with a major or coursework emphasis in Emergency Management, Criminal Justice, Public Health, Homeland Security, Planning, Public Administration, Education or Business Management
- Supervisory experience within an emergency management, emergency response, public safety, or grant management profession
