Requirements

  • High School Diploma/GED
  • 2-4 years Experience in learning and development, onboarding, employee relations, and/or equity, diversity, and inclusion, safety, risk, human resources, or relevant post-secondary education may be substituted for experience on a year-for-year basis.
  • Excellent verbal and written communication skills.
  • Proficient with Microsoft Office Suite or related software.
  • Adept with a variety of multimedia training platforms and methods.
  • Ability to evaluate and research training options and alternatives.
  • Demonstrated proficiency in using Learning Management Systems (LMS) to create, distribute, and analyze the results of training material.
  • High level of consultative, interpersonal, and communication skills.
  • Highly customer-focused, collaborative, and able to develop strong relationships and influence at all levels of the organization as well as with external business partners.
  • Self-motivated and capable of working independently with minimal supervision.
  • Strong organizational approach in setting priorities, achieving objectives, and exhibiting excellent project management skills.
  • Knowledge of the Request for Proposal (RFP) and procurement process.

Responsibilities

  • Identify and evaluate 3rd-party training content and subject matter experts, and provide recommendations on the appropriate execution strategy, considering organizational requirements and fiscal responsibility.
  • Conduct research, develops, and facilitates training courses on subjects pertaining to state laws, policies and procedures, or anticipated future modifications.
  • Generate employee training reports, maintain accurate records, and assess the efficacy of training programs, making necessary modifications and enhancements for improved outcomes.
  • Make assessments of effectiveness of training in terms of employee accomplishments and performance.
  • Direct the needs assessment for training and staff development to enhance the effectiveness of employee performance in achieving the goals and objectives of the company.
  • Oversee the registration of training program participants and ensure program classes are not over-enrolled and are adequately staffed.
  • Coordinate and facilitate departmental and cross-functional meetings and events to communicate program goals and objectives; responds to supervisory and managerial concerns as appropriate.
  • Coordinate off-site training and expenditures as directed.
  • Schedule usage of program facilities for training activities; provides information and assistance, such as technical and audio/visual support.
  • Develop and implement programmatic goals and objectives as well as training policies and procedures as approved.
  • Manage Learning & Development budget allocation and make strategic financial decisions aligned with organizational objectives. Ensures training operations are within the training budget.
  • Update the Weld County Intranet to ensure that employees and leadership are aware of upcoming training opportunities.
  • Coordinate with various departments and employees to schedule bilingual testing, administer approved pay differentials, and notify employees of bilingual proficiency testing results.
  • Work with the Public Information Office to market development activities and trainings offered.
  • Work with HRIS and HCM teams to create and distribute job aids for Workday HRIS system.
  • Assist in development and maintenance of safety and loss-control policies and procedures.
  • Maintain County Emergency Response Plans.
  • Assist in coordinating county CPR and First Aid Program and be an AHA Certified CPR and First Aid instructor.
  • Assist in Commissioners Cup event.
  • Provide appropriate communication via email, weekly news, and intranet pertaining to all risk and learning development opportunities.
  • Assist in claims reporting for Workers Compensation and Property and Liability.
  • Provide data analysis on Workers Compensation claims and Property and Liability claims.
  • Assist with Drug and Alcohol policy and program.
  • Assist with Motor Vehicle Record Program.
  • Collaborate with management and employees to understand business priorities, policy updates, and coordinate trainings with vendors and other external subject matter experts.
  • Consult with management on performance, organizational and leadership matters. Conduct needs assessments to determine measures required to enhance employee job performance and overall company performance.
  • In consultation with management, identify strategies to proactively manage county workforce.
  • Perform thorough analysis of learning challenges, objectives, audience needs, and existing knowledge to design and develop effective training programs, incorporating assessment methods to measure their impact.
  • Conduct needs assessments and gap analyses to identify individual and group training needs within the organization.
  • Continually develop knowledge of trends, research, and best practices in talent, leadership, learning, organizational development, and safety.
  • Contribute insight into the overall Organizational Development Strategy for evaluating and selecting external vendors for eLearning and content management for entire County to meet County-wide training goals.
  • Develop talent management processes and programs in collaboration with management to increase retention and create strategic plans to reduce the frequency of voluntary separation.
  • Create draft job aids in consultation with management as needed.

Preferred Qualifications

  • Experience with HRIS; Workday experience strongly preferred.
  • Previous experience working in the government sector is of benefit.
  • Experience working with LMS systems.
  • Professional in Human Resources (PHR)-HRCI Human Resources Professional Certification (e.g., SHRM). Preferred
  • Senior Professional in Human Resources (SPHR)-HRCI Human Resources Professional Certification (e.g., SHRM). Preferred
  • Certification in one or more assessment instruments (e.g., DiSC, Gallup, MBTI). Preferred
