Requirements
- Bachelor’s degree in policy or communications engineering (or related field)
- 8 or more years of experience working policy, strategy and/or service or OSD-level guidance documents; or, alternatively, Masters degree in policy (public, domestic, civil, international, military or space policy) with 8 or more years of experience working to support headquarters—preferably engaged with policy matters—at a major command, service component command, service headquarters, Joint Staff or OSD entity level
- Experience developing/commenting on policy at the major headquarters level (as described in the second experience comment)
- Familiarity with DoD’s budget process—the PPBE System
- Excellent verbal and writing skills
- Outgoing and able to develop relationships quickly both internally and with portfolio
- Ability to work both independently and in a working group setting
Responsibilities
- Develop DoD CIO level policies, strategies and related guidance documents to guide the several military services and other DoD agencies in planning for, developing and operating the various elements of the DoD SATCOM Enterprise.
- Monitor the policy process across the DoD to identify opportunities for collaboration and synchronization to facilitate consistent policy guidance to the various elements of the DoD.
- Conduct and coordinate studies and working groups to evaluate current policy, recognize emerging new technologies and opportunities and to frame recommendations on how to evolve DoD policy so that the DoD SATCOM Enterprise is ready to incorporate new innovations in a secure manner to ensure U.S. warfighting forces maintain operational advantage over potential adversaries.
- Interface with key DoD organizations including especially ODA&M, USD(Policy), USSPACECOM, USSF, NSA and the CNSS on various policy and guidance initiatives.
- Participate in Analyses of Alternatives, Business Case Analyses (BCAs) and the development of various initiatives to improve the future provision of SATCOM resources to U.S. warfighting forces.
- Serve as the focal point for updating DoD Instruction 8420.02, DoD SATCOM; plan for and ensure its regular, once-each-two-years update.
- Monitor all emergent policies within the DoD and its many components: identify synergy, complementariness and disconnects; work to benefit from and/or resolve where policy is not fully aligned.
- Monitor and evaluate policy proposals pertaining to the DoD SATCOM Enterprise from Other OSD elements, The Joint Staff, The Combatant Commands, especially U.S. Space Command, The military Departments (Department of the Army, Department of the Navy, Department of the Air Force), The several military services (U.S. Army, U.S. Navy, U.S Marine Corps, U.S. Air Force, U.S. Space Force, U.S. Coast Guard).
- Participate in reviewing various JCIDS requirements documents for their conformance with established DoD and other promulgated policies and guidance documents pertaining to the DoD SATCOM Enterprise.
- Assist in the development of DoD Enterprise SATCOM Strategy on its regular, once-each-two-years update.
- Assist in the identification of integration and synchronization issues either within a specific service or especially across services including measures for cybersecurity and cryptography and provide proposed satellite communications and related ground infrastructure architecture planning guidance.
- Support the advent of new approaches to command and control within the DoD, including the Enterprise Satellite Communications Management and Control (ESC-MC) and Combined Joint All-Domain Command and Control (CJADC2) initiative.
- Develop and sustain conversance with various cryptographic, COMSEC and TRANSEC initiatives to evolve the security of DoD SATCOM systems as the threat to these systems evolves.
- Assist in identifying programmatic budget shortfalls and preparing appropriate Issue Papers and coordination actions to remedy identified shortfalls.
- Serve as the DoD CIO’s regular/routine representatives to the Joint SATCOM Panel; includes serving as the DoD CIO’s representative for SATCOM Database updates and review.
- Support the conduct of analyses of alternatives and business case analyses and review service programmatic investments for compliance.
