Requirements
- Associate’s Degree or its equivalent
- Minimum of seven (7) years of experience in engineering, operations and maintenance (O&M) or construction fields
- Five (5) years of experience in a supervisory position
- TCEQ Wastewater Collection III and/or Water Distribution B license must be obtained within 3 years of date of hire
- Valid Texas Class A Driver’s License required
Responsibilities
- Stays current with and implements the latest local, state and federal regulations covering all water and wastewater transmission and advise the Assistant Director and Director of Utilities of requirements for compliance
- Analyzes and reviews operational and production data in asset management platforms such as Cartegraph and provides real time progress updates and/or resource needs using justifiable data points
- Manage asset data and maintenance records in the asset management system, ensuring all associated work, preventative maintenance, asset conditions and citizen requests are tracked and documented
- Answers complaints, questions and comments from the public concerning operations and/or water distribution and sewer collections via phone, email or letter
- Works with out-side design firms for water and sewer design and Master plan studies
- Prepares long-range plan for departments, which includes projections on the operations of the department including work in progress, personnel allocation, purchases, emergency response, payroll, training and succession planning
- Ensures all regulatory issues are reported to leadership in a manner which allows for efficient reporting and corrective action
- Reviews water and sewer plans for new development
- Supervises employees, including the hiring, evaluation, discipline, training, handling of issues and corrective action plans and termination of employees for the departments
- Prepares performance evaluations for all direct reports and reviews all performance evaluations prepared by subordinates
- Ensures the supervisors for each department are working towards a central goal of continuously supplying water to the Amarillo citizens and transporting wastewater effectively to the treatment plants
- Prepares and implements a management and Capital Improvement plan for the department including water and sewer infrastructure replacement and schedules; operations, operation and maintenance funding, capital funding, personnel need, and safety and emergency preparedness
- Prepares and manages the annual fiscal year operating and Capital Improvement budgets for each of the departments
- Develops and implements effective training procedures and holds all supervisors and foreman staff accountable for continued advancement of personnel training and licensure
- Develops, reviews and updates policies and procedures for the departments and ensures consistent implementation
- Participates in mini and regional water schools hosted by the local water organization
- Ensures that all work is conducted in the safest manner possible by working interdepartmentally with risk management personnel to develop and implement hazard mitigation of all working conditions
- Manages the employee safety program for the departments including planning, evaluating, training, accident follow-up, reporting and implementation of City and departmental policies and procedures
- Ensures that all supervisors and foreman are maintaining and enforcing the use of essential PPE in proper working environments and conditions
- Accounts for the inventory and City property assigned to each department and oversees the annual inventory
- Plans and supervises purchases within the departments according to City policies
- Approves purchases, including those made by credit cards, supplier invoices, requisitions, and contracts for the departments
- Performs other job-related duties as assigned
Preferred Qualifications
- Ability to operate computers for asset management purposes, data entry, and word processing
- Ability to supervise employees developing, installing, or repairing heavy or complex machinery or equipment
- Ability to create and guide implementation of capital improvement plans or programs
- Ability to create plans for and guide implementation of major construction projects
- Ability to use highly technical computer applications, such as GIS or CAD
- Ability to work in an environment where deadlines must be met and customer complaints are handled professionally
- Strong verbal and written communication skills
- Ability to operate computers and other basic office equipment
