Requirements
- Minimum of 8 years of financial management or budget execution experience in a DoD environment.
- Hands-on experience with Navy ERP (FM, CO, and HR modules), SLCADA, and DCPS.
- Strong knowledge of DoD civilian labor management processes, cost accounting standards, and federal appropriations law.
- Proficient in Microsoft Excel (pivot tables, vlookups, data analysis) and PowerPoint.
- Strong analytical thinking, attention to detail, and problem-solving abilities.
- Excellent written and verbal communication skills.
Responsibilities
- Perform detailed analysis of civilian labor financial data to support budget formulation, execution, variance analysis, and reporting.
- Use Navy ERP to generate, validate, and analyze financial transactions, labor cost reports, and workforce allocations.
- Extract reconcile, and validate civilian labor data from SLCADA and DCPS to ensure accuracy and compliance.
- Develop forecasts and trend analyses to inform leadership on labor expenditures, burn rates, and funding requirements.
- Support the reconciliation of timekeeping data from SLCADA and labor cost posting from DCPS into Navy ERP.
- Prepare financial reports, dashboards, and leadership briefings based on Navy ERP, SLCADA, and DCPS outputs.
- Monitor civilian labor obligations and expenditures, ensuring alignment with funding authorizations and internal controls.
- Assist with End-of-Year (EOY) financial closeout activities, including ULO reviews, de-obligation, and labor cost accruals.
- Conduct audit support and documentation for civilian labor transactions.
- Collaborate with HR, budget offices, comptroller staff, timekeeping administrators, and program managers to resolve labor-related financial issues.
Preferred Qualifications
- Experience supporting Navy Echelon II or III commands.
- Familiarity with labor distribution reconciliation between Navy ERP, SLCADA, and DCPS.
- Knowledge of manpower planning, billet management, and Position Control Reports (PCRs).
- Certification in DoD Financial Management (CDFM) or SAP/Navy ERP technical training.
